Testing performed
Standard build/run from ic-20191230 bundle (with this change), confirmed CI starts up nominally

Expected behavior changes
Readability

  • cFS Dev Server 2
  • OS: Ubuntu 18.04
  • Versions: ic-20191230 versions with this branch

Additional context
First commit was auto changes
2nd was hand cleanup for comment alignment
Re-applied auto format and confirmed no differences

Reapplied style with updated settings (columns = 120 and reflow comments), which avoids the gross misalignment of comments using the previous settings (basically didn't fix anything, now it reflows and fixes where needed).
