This updates the bundled libmongoc dependency to 1.30.3 and sets that as the minimum version in config.m4.
Since the
calc_release_version.pyscript is missing in version 1.30.3, I've updated our version file manually. The file has been restored in ther1.30branch, which fixes the CI for upcoming stable versions, but there's no need for us to wait for a 1.30.4 patch release.
