Closing — the 2.0.46 package is broken and would break the release pipeline.

The green CI here is misleading: make merge-net48 (which runs ilrepack) is only in release.yml, not in ci — so no check on this PR actually exercises ilrepack. Verified locally that dotnet tool install dotnet-ilrepack --version 2.0.46 fails at install time:

Unhandled exception: Settings file 'DotnetToolSettings.xml' was not found in the package.

The 2.0.46 nupkg is malformed (missing the tool settings manifest), so dotnet tool restore — the first step of make merge-net48 — would fail on the next release tag. 2.0.45 (our current pin) merges cleanly (2.4 MB single assembly, confirmed). Keeping the 2.0.45 pin until a fixed release ships. @dependabot ignore this version
