Reverts #3288. The upstream PR openedx/openedx-platform#36898 was merged, so we don't need this change anymore. We can still keep this change as is, but that would increase the testing scope of things where the Account MFE URL was used. So, I'm reverting this PR now to keep the scope of the testing limited to the issue at hand https://github.com/mitodl/hq/issues/7549.
