aptのキャッシュを削除しないようにします。
Why
#9639 (aptのキャッシュを残す) と #9568 (aptのキャッシュを消す) で実装が矛盾しているため。
#9639 の実装意図を #9614 (comment) で問い合わせ中だったが、取り急ぎ #9639 に寄せる。
