Backport of #16337 to rel/18.10.
The MTP under vstest path is still experimental but was enabled for every MTP-marked source. This gates it behind a single VSTEST_DISABLE_MTP_TESTHOST flag that FeatureFlag defaults to
true; the environment value takes precedence, and setting it to0opts in.Cherry-picked cleanly from the squashed commit (0f85456), no conflicts. Verified the Release build and the FeatureFlag unit tests on net11.0.
