Fix the following issue in baseline:
Failure: set_property could not find TARGET PostgreSQL::PostgreSQL. Perhaps it has
not yet been created.

The following files are already installed in F:/vcpkg/src/installed/x64-windows-static and are in
conflict with dcmtk:x64-windows-static
