Add the "awesome-typescript-loader" dependency

Description of changes

I'm not sure if this is the right way to fix it, please triage.

Here's what I did:

1. Added the package to the package.json file. The version is from another project (vr-tests).
2. Run rush install and rush build.
3. Run npm start. Checked the error message is gone, and the serve (test environment) is on and working.

npm start for the serve (test environment).
