chore(react-utilities): add e2e test to useOnScrollOutside

[YuanboXue-Amber]

#29062 added scroll event listener to useOnScrollOutside. But it is reverted in #29412 because scroll listener triggers callback on browser-initiated scroll when focus changes, and we don't want that.
This PR adds cypress test for this scenario.
