Reverts #28899, restoring the previous behavior where signed NEXT DEV and nightly builds use production Cloud instead of defaulting to NEXT Cloud.

• Signed NEXT builds return to production endpoints, production auth, and their standard Keychain and UserDefaults storage.

• Exact inverse: git diff 8a137da5de0 12df5f66556 equals git diff dc8a4a49cc5 dc8a4a49cc5^ line for line (all 10 files); only the CloudService.swift hunk offsets move by 9 lines. The one later commit that touched these files, 6be2728 (Cloud link: resolve Worker hosts through the private credential relay #28937), changed a different CloudService.swift region (credential relay init), and the revert keeps it. Nothing after the base 8a137da touches the 10 files, and the PR merges into tip 6eb6839 with no conflict.
