ci(owned-pool rescue): snapshot reads use the re-minted token, so the failover keeps working after an hour - #28163
Leo, 2026-10-28 (rulebook, CI and GitHub): "Failover is stall-aware: a job queued more than about 3 minutes on a label that has started nothing is cancelled and re-dispatched onto a live member of the set."
What was wrong
The rescue sweeper re-mints its cmux-bot token every 45 minutes: _fresh_token() swaps the new token into the header sets in place. pool_snapshot() did not use those headers. It kept sending the token the client started with, and that token expires after an hour. From then on, every janitor snapshot read was refused with 401. With no snapshot:
unstarted_failover() keeps every open-head run where it is ("could not read the pool snapshot ... the open head keeps the run");
hold_for_destination() waits the owned floor.
Sweeper run 41006853342 started at 05:10Z on 2026-10-30. From 06:12Z it logged 22 could not read the pool snapshot (HTTPError: HTTP Error 401: Unauthorized) lines, and it made no open-head failover in its remaining four hours. Each sweeper runs five hours, so for about four of every five hours the stall-aware failover was off.
What changed (scripts/ci/owned_pool_rescue.py)
GitHub.snapshot_token(): the snapshot reads use the client's current read token, which is the re-minted one. If the read token belongs to another App, which this client never re-mints, the minted App's token is used instead once one exists.
pool_snapshot(): one read now serves every watch in the process for 60 s (SNAPSHOT_CACHE_SECONDS). The janitor writes a snapshot every 10 minutes, and each read costs two requests, so a closer read only finds the same snapshot again. Each caller still checks the snapshot's age against its own now.
Not in this PR
This fix alone does not move runs 40993742146 (#27797) or 41021261503 (#27756). Both have a red checks, so assess() leaves their queued fast tier alone (leave_decided), and the failover is never consulted. Their finished Linux jobs also fail the rule that nothing has started. #28148 covers the finished-jobs part. The red-sibling part and a stale-running label check have been passed to #28148's owner.
Tests
python3 tests/test_ci_owned_pool_rescue.py: 372 tests OK. The new SnapshotToken tests fail on base (1 failure, 2 errors) and pass here:
snapshot reads follow the minted token after TOKEN_REFRESH_SECONDS;
one read serves the process for a minute;
another App's read token gives way to the minted one.
No new timer, observer or loop. The cache is one in-memory entry that expires after 60 s.

Summary by cubic
Fixes the owned-pool rescue sweeper so its stall-aware failover keeps working after the first hour: snapshot reads now use the re-minted token instead of the token the client started with, which expired after an hour and turned every read into a 401.
Snapshot reads now use the client's current read token; when the read token belongs to another App, the minted App's token is used once one exists.
One snapshot read now serves every watch of the process for 60 seconds (the janitor writes one every 10 minutes), while each caller still checks the snapshot's age against its own now.
Adds tests covering the re-minted token, the 60-second cache, and another App's read token giving way to the minted one.
Written for commit 3a5d83f. Summary will update on new commits.
Summary by CodeRabbit
Improvements
CI pool snapshots are reused for up to 60 seconds, reducing repeated reads.
Snapshot requests use refreshed credentials when needed, while existing snapshot validity checks remain in place.
… failover keeps working after an hour
The sweeper re-mints its cmux-bot token every 45 minutes (_fresh_token() swaps it into the header sets in
place), but pool_snapshot() kept sending the token the client started with. That token expires after an hour,
so from then on every janitor snapshot read was refused (401). With no snapshot, unstarted_failover() keeps
every open-head run and hold_for_destination() waits the owned floor: sweeper run 41006853342 (started
05:10Z on 2026-10-30) logged 22 "could not read the pool snapshot (HTTP Error 401)" lines from 06:12Z and made
no open-head failover in its remaining four hours.
pool_snapshot() now reads with the client's current read token (GitHub.snapshot_token()), and one read serves
every watch of the process for 60 s (the janitor writes a snapshot every 10 minutes; each read is two requests).

On top of dep-fleet-2's placement re-run (4cbd22a): where the placement or
full re-run would repeat a finished job but no job of the run is running or
held by a runner, cancel (only waiting jobs stop) and re-run only what
waited: the one waiting job and its dependents, or the failed jobs when
several waited. Run 40997814347 (PR #27853): 28 of 29 jobs finished, the
swift test and daemon tests red below the placement, its Release compile
queued 4.5 h on glaeda-std-xcode-26.6 while that label ran nothing.
watch()'s periodic offer and the refusals-only check consider both
failovers. The snapshot-token refresh and read cache are dropped here: they
land separately in #28163.

Walkthrough
GitHub now selects the token for pool snapshot reads and caches each result for 60 seconds. Tests cover token refresh, cache reuse and expiry, and minted-token selection.

Summary
Token selection and snapshot caching scripts/ci/owned_pool_rescue.py, tests/test_ci_owned_pool_rescue.py
GitHub refreshes and selects a token for snapshot reads. It caches snapshot results, including None, for 60 seconds. Tests verify token refresh, cache expiry, and minted-token selection.
The token refresh change has a bounded cache-ordering race that can briefly reuse older pool state. Mergeable with owner awareness; preventing older cache writes and adding separate-token refresh coverage would improve confidence.

Full details: Cmux No Hacky Sleeps
Explanation
PASS: The production diff adds a 60-second snapshot cache and calls the existing _fresh_token() logic. It adds no sleep, delayed dispatch, polling loop, retry backoff, or wait for lifecycle readiness. The cache reduces duplicate GitHub reads, and snapshot_problem(snapshot, now) still validates snapshot age for each caller. The new tests use deterministic fake monotonic time, which is allowed test scaffolding.
Full details: Cmux Algorithmic Complexity
Explanation
The added production code is constant-time with respect to user-owned records. snapshot_token() at scripts/ci/owned_pool_rescue.py:2012-2024 performs token refresh and fixed header checks. pool_snapshot() at :2026-2042 uses one cached snapshot entry and a fixed-time expiry check. The existing snapshot validation only checks fixed metadata fields. The diff adds no nested collection scan, per-target rescan, repeated sort/filter, in-memory join, or unbenchmarked slower algorithm. The new collection assertions are test-only.

Explanation
PASS. The production diff changes token selection and snapshot caching in scripts/ci/owned_pool_rescue.py; it adds no user-facing error, alert, command output, API body, or recovery copy. The concrete execution path is the internal .github/workflows/ci-owned-pool-rescue.yml GitHub Actions job, which is an allowed internal CI/operator surface. The added token and snapshot details are in code comments/docstrings and tests, which the rule allows. Existing snapshot error logs are unchanged.

Add a post-refresh case for a separate read token to the snapshot token test.
At tests/test_ci_owned_pool_rescue.py:6210-6215, the test keeps the clock fixed, so it covers only the token before the first refresh. Nothing checks which token snapshot_token() returns after a re-mint when read_token is a different App's token. That case is the production configuration described in the GitHub class docstring. A regression in the fallback branch would send the expired token to snapshot reads again.
The current code returns the minted token in this case, so the gap is in test coverage only. Advancing the patched clock by TOKEN_REFRESH_SECONDS and asserting the minted token closes it.

api.mint = lambda: "bot2"
self.assertEqual(api.snapshot_token(), "bot")
+ clock[0] += rescue.TOKEN_REFRESH_SECONDS+ self.assertEqual(api.snapshot_token(), "bot2")

the red-sibling watch() failover offer, label_started/label_quiet and the
placement re-run), rebased as the commit before this one, and adds the
settled-sibling failover on top of it.
Where the placement or full re-run would repeat a finished job but no job of
the run is running or held by a runner, cancel (only waiting jobs stop) and
re-run only what waited: the one waiting job and its dependents, or the
failed jobs when several waited. Run 40997814347 (PR #27853): 28 of 29 jobs
finished, the swift test and daemon tests red below the placement, its
Release compile queued 4.5 h on glaeda-std-xcode-26.6 while that label ran
nothing.
Review fixes: a refused single-job re-run is reported, never widened to a
re-run of the failed jobs; the cancel guard reads the jobs after the run, so
a job that started during a slow run read drops the cancel; the receipt
names the failed jobs a multi-job re-run repeats; and the CANCEL_SENT mark
carries the job id, so a successor of a rescue stopped after its cancel
re-runs that job, not the failed ones; and a failover's receipt (both
kinds) is given only once its cancel went out.
watch()'s periodic offer and the refusals-only check consider both
failovers. The snapshot-token refresh and read cache stay as #28163 landed
them.

…ed siblings, judged by real label starts (#28148)
* ci(owned-pool rescue): the open-head failover moves cmux-next PR runs stuck on a label that starts nothing
The stall-aware failover (#27521) never moved a cmux-next pull request run. Four reasons, all fixed here:
- It required that no job of the run had finished other than the placement jobs, but a cmux-next PR run's
Linux jobs (checks, the cargo fast tier, web bundles, fleet Release compile) always finish before a Mac job
has waited three minutes. A cmux-next PR run's first attempt is now re-run from its macOS placement
(POST /actions/jobs/{placement}/rerun): the placement and the jobs that need it run again and read the routes
afresh, and every other finished job keeps its result, a red `checks` included. A queued or running job the
re-run would not repeat still keeps the open-head rule. Other workflows keep the full re-run rule.
- A run left queued behind a red sibling (assess()'s leave_decided) was never offered the failover at all.
watch() now offers it every 2 minutes to any PR run with a Mac job queued past 3 minutes.
- The snapshot reads used the sweeper's first token, which expires after an hour: from then every read was
refused (401) and the failover was off (sweeper run 41006853342: 22 refusals from 06:12Z). The reads now use
the client's current, re-minted token, and one read serves all watches for 60 s.
- "Started nothing" meant running == 0 in the janitor's pool count, which rolls root jobs into the pool and
counts a job started hours ago. The janitor snapshot now records each macOS label's newest job start
(label_started), and a label that started nothing since the job began waiting counts as dead too.
Runs 40993742146 (#27797) and 41021261503 (#27756) waited hours on glaeda-side-std and glaeda-std,
whose online runners took no job.

* ci(owned-pool rescue): a failover's cancel never strands a queued job
Review fixes for the open-head failovers.
The settled-sibling failover now moves a run only when the stalled job is
its one unfinished job, and re-runs that job and its dependents. With a
second job queued (a Linux job, another Mac job), a re-run of the failed
jobs was not shown to bring back every job the cancel stopped. The open
head keeps the run until only the stalled job is left, and the guard right
before the cancel drops it if another job queued meanwhile.
A placement failover's CANCEL_SENT mark now names the placement job
(" of job N"), not " of every job". A successor of a rescue stopped
between its cancel and its re-run therefore re-runs the placement and the
jobs that need it, not every job, which would repeat the finished jobs the
failover keeps.

* ci(owned-pool rescue): the settled guard drops the cancel once the stalled job finished or left
settled_guard() now also requires only_job to be listed and unfinished at
the read right before the cancel. A stalled job that finished (or left the
listing) since the failover's look, while the run still read in progress,
would otherwise be cancelled with nothing waiting and re-run as a finished
job.

* ci(owned-pool rescue): a placement failover never widens a refusal or strands a queued job
A refused re-run of the cmux-next placement is now reported and stops,
instead of falling through to a re-run of every job, which would repeat
the finished Linux jobs (a red check included) the failover keeps.
An unfinished job counts as brought back by the placement re-run only
when every workflow job its name could be needs the placement
(PlacementRerun.brings_back()). A queued job with an unmatched or
ambiguous name could be left cancelled, so it now keeps the run where it
is. Finished jobs keep the conservative reruns() rule.

* ci(owned-pool rescue): fresh job reads before a placement cancel; the failover offer before the refusal wait
open_head_guard() reads the run, then the jobs, as settled_guard() does.
A job that queued while a slow run read waited now shows in the read the
cancel decides from, so the placement re-run never leaves it cancelled.
watch() offers the open-head failover before every branch that waits or
returns: the refusal wait (when the run also failed on its own, so the
refusal path would decline it) and the rescue/refused returns (a hold
re-watches and returned before the offer). A run with a genuine failure, a
refused Mac sibling and a compile stalled on a dead label now moves.

Leo, 2026-10-28 (rulebook, CI and GitHub): "Failover is stall-aware: a job queued more than about 3 minutes on a label that has started nothing is cancelled and re-dispatched onto a live member of the set."
What was wrong
The rescue sweeper re-mints its cmux-bot token every 45 minutes:
_fresh_token()swaps the new token into the header sets in place.pool_snapshot()did not use those headers. It kept sending the token the client started with, and that token expires after an hour. From then on, every janitor snapshot read was refused with 401. With no snapshot:unstarted_failover()keeps every open-head run where it is ("could not read the pool snapshot ... the open head keeps the run");hold_for_destination()waits the owned floor.Sweeper run 41006853342 started at 05:10Z on 2026-10-30. From 06:12Z it logged 22
could not read the pool snapshot (HTTPError: HTTP Error 401: Unauthorized)lines, and it made no open-head failover in its remaining four hours. Each sweeper runs five hours, so for about four of every five hours the stall-aware failover was off.What changed (scripts/ci/owned_pool_rescue.py)
GitHub.snapshot_token(): the snapshot reads use the client's current read token, which is the re-minted one. If the read token belongs to another App, which this client never re-mints, the minted App's token is used instead once one exists.pool_snapshot(): one read now serves every watch in the process for 60 s (SNAPSHOT_CACHE_SECONDS). The janitor writes a snapshot every 10 minutes, and each read costs two requests, so a closer read only finds the same snapshot again. Each caller still checks the snapshot's age against its ownnow.Not in this PR
This fix alone does not move runs 40993742146 (#27797) or 41021261503 (#27756). Both have a red
checks, soassess()leaves their queued fast tier alone (leave_decided), and the failover is never consulted. Their finished Linux jobs also fail the rule that nothing has started. #28148 covers the finished-jobs part. The red-sibling part and a stale-runninglabel check have been passed to #28148's owner.Tests
python3 tests/test_ci_owned_pool_rescue.py: 372 tests OK. The newSnapshotTokentests fail on base (1 failure, 2 errors) and pass here:TOKEN_REFRESH_SECONDS;No new timer, observer or loop. The cache is one in-memory entry that expires after 60 s.
No capture: CI script change with no UI.

Fixes the owned-pool rescue sweeper so its stall-aware failover keeps working after the first hour: snapshot reads now use the re-minted token instead of the token the client started with, which expired after an hour and turned every read into a 401.
