ci(owned-pool rescue): open-head failover for runs with finished or red siblings, judged by real label starts - #28148
Leo, 2026-10-28 (rulebook, CI and GitHub): "Failover is stall-aware: a job queued more than about 3 minutes on a label that has started nothing is cancelled and re-dispatched onto a live member of the set; this failover never cancels a started nightly, dev or promote build." Target: zero queue.
This PR carries dep-fleet-2's commit 4cbd22a (branch lane/fasttier-open-head-replace, with its authorship) plus the settled-sibling failover on top. Their snapshot-token fix is left out because it lands on its own in #28163.
What was wrong
From 2026-10-29 to 10-30 the open-head failover (#27521) moved no run. Three cases:
40997814347 (ci(cmux-next): the session label comes only from a placement that judged its queue #27853): cmux-next Release compile (Xcode 26) was queued on glaeda-std-xcode-26.6 from 03:35Z, over 4.5 h. 28 of the run's 29 jobs had finished, with its swift test and daemon tests red. At 08:04Z ci-dash showed the label with 40 queued, the oldest 110 min, and 0 running.
Finished jobs blocked the failover. It required that nothing but placement jobs had finished. A cmux-next PR run's Linux jobs always finish before a Mac job has waited 3 minutes.
Red siblings blocked the rescue. With a red sibling, assess(leave_decided=True) returned "watch", so the failover was never consulted. The 05:10Z sweeper logged 171 such looks for 40993742146.
"Started nothing" meant running == 0. That count includes root rollups and jobs started hours ago. glaeda-side-std showed running=1 from a ~02:00Z job while 17 jobs sat queued.
The re-run went back to the dead label. A job re-run with its old placement sends cmux-next bot attempt 2 back to CI_SIDE_LANE_RUNNER.
Repeating red Mac jobs blocked the placement re-run. Run 40997814347's red swift test and daemon tests sit below the placement, so re-running the placement would repeat them, and the failover kept the open-head rule.
What changed (scripts/ci/owned_pool_rescue.py, queue_janitor.py)
Placement re-run.placement_rerun() / failover_loses(): a cmux-next PR run's attempt 1 fails over by re-running cmux-next macOS placement (POST /actions/jobs/{id}/rerun). The placement and its dependents re-place afresh, and every other finished job keeps its result, a red checks included. A queued job counts as coming back only when every workflow job its name could be needs the placement (PlacementRerun.brings_back()); an unmatched or ambiguous name keeps the run where it is. If GitHub refuses the placement re-run, the rescue reports the refusal and stops; it never widens to a re-run of every job.
The watch offers the failover.watch() offers it every FAILOVER_LOOK_SECONDS (120 s) to a PR run with a Mac job queued at least 180 s, whatever kept the queue rescue off: a red sibling, refusals-only, or a hold. follow() treats that as a rescue.
Dead labels are judged by real starts. The janitor snapshot gains label_started, the newest start of a runner-taken job on each exact macOS label. label_quiet() counts a label dead when it has started nothing since the job began waiting, judged from a snapshot made at least 180 s after that.
Added here:
Settled-sibling failover (open_head_failover() → Failover(settled=True)). It applies when three things hold:
the placement or full re-run would repeat a finished job;
no job of the run is running or held by a runner (job_running());
the stalled job is the attempt's one unfinished job.
The cancel then stops only that job, which never ran. Every finished job keeps its result, red ones included. Only that job and its dependents run again (rerun_job). If a second job is still queued (a Linux job, or another Mac job), the open head keeps the run, because no single re-run is shown to bring back every job the cancel stops. A later look moves the run once only the stalled job is left.
If GitHub refuses the single-job re-run, the rescue reports the refusal and stops. It does not fall back to re-running the failed jobs, which would repeat the finished failures the failover keeps.
settled_guard() reads the run, then the jobs, right before the cancel and before every re-send. Any of these drops the cancel: a job that started or was assigned, another job that queued meanwhile, the stalled job finishing or leaving the listing, a new attempt, or a finished run. The jobs read comes after the run read, so a job that starts during a slow run read still drops it. The receipt names the waiting jobs cancelled and the finished jobs kept. It is given only once the cancel went out, for both failovers, so a dropped cancel leaves no receipt. The CANCEL_SENT mark carries the job the re-run starts from (of job N): the waiting job, or a placement failover's placement job. A successor of a rescue that stopped between its cancel and its re-run therefore re-runs that job and its dependents, never every job or every failed job.
Both failovers everywhere.watch()'s periodic offer and the refusals-only check consider both failovers.
Exclusions are unchanged (never_fails_over() etc.): only PR runs fail over, never nightly, DEV, promote, feed, dispatch or push runs.
The settled path in cmux-next. A bot attempt 2 or 3 of a job re-run takes the side label, and attempt 4 takes Blacksmith (next_attempt()). If the side label is dead too, each later attempt fails over again after 3 minutes. The placement re-run, which re-places afresh, is used whenever it loses nothing.
Review findings (CodeRabbit)
Fixed (CodeRabbit, then an Astra review that blocked an earlier head), each with a test that is red without the fix:
The guard re-reads the jobs after the run read.
A refused single-job re-run returns the refusal, with no fallback; so does a refused placement re-run.
A queued job with an unmatched or ambiguous name is never cancelled by a placement failover.
The resume path keeps the waiting job's id, and a placement failover's mark names the placement job instead of every job.
A settled cancel never leaves a queued job behind: with a second job queued, the open head keeps the run.
The receipt is emitted only after the cancel.
Skipped: the settled re-run keeps its old placement (Major, heavy lift). A job re-run keeps the finished placement's outputs, so a cmux-next bot attempt 2 or 3 can queue on a dead side label again. Fixing that means re-placing without repeating the placement's red dependents, which GitHub's re-run API cannot do. The cost is bounded: the next attempt fails over again after 3 minutes, and attempt 4 goes to Blacksmith (next_attempt()). Where the placement re-run loses nothing, it is used instead, and it re-places afresh.
Class sweep
Two classes came out of review. Every site of each in scripts/ci/owned_pool_rescue.py at this head, carried code included:
(a) A cancel, or a decision to cancel, made from a job listing read before another API read that can be slow
open_head_guard() (the placement and full-re-run failover's last check before the cancel). It read the jobs, then the run. Fixed: it now reads the run, then the jobs. A job that queues during a slow run read now drops the cancel (new test).
settled_guard(): reads the run, then the jobs. Fixed in an earlier round, with a test.
nightly_cancel()'s nightly check (main's code) reads the jobs, then the run, on purpose. If the run read waited (rate limit, or too slow), it reads both again, up to NIGHTLY_GUARD_TRIES, and drops the cancel when they stay unconfirmed. Safe; unchanged.
open_head_failover() decides from its look's listing, then reads the workflow file (failover_plan()). It never cancels. Every failover cancel goes through one of the two guards above, which re-read right before the cancel and before every re-send.
failover_receipt() reads the jobs before the guard. It is text only, emitted after the cancel went out, and decides nothing.
rescue()'s started_dev_compile() check (main's code) reads the jobs before started_nightly_work() and the cancel. On the failover paths, the guards re-read and drop the cancel if any job started (a DEV compile included). The plain queue rescue is main's and is unchanged here.
hold_for_destination()'s turned_away read, follow()'s refusal_jobs read and every watch() read lead to an outcome, never a cancel. A cancel only comes later, through rescue() and its guard. The refusal check in follow() can only decline.
(b) A watch() branch that sleeps, continues or returns before the failover offer
watch()'s refusal wait (look.action == "refused", run unfinished) slept and continued before the offer. Fixed: the offer now comes right after assess(), before this wait. It is made when the run also failed on its own, because follow() would then decline the refusal path (new test). A refusal with no failure of its own keeps the refusal path, whose re-run of failed jobs brings the refused job back.
watch()'s return look.action for "rescue" and "refused" came before the offer. A hold for a Blacksmith slot (hold_for_destination(), which sleeps STALL_RECHECK_SECONDS and watches again) so never reached it. Fixed: the offer comes first; a "rescue" look is offered too.
watch()'s nightly refusal return ("watch limit reached with a started nightly still running") comes after the offer. A nightly never fails over (never_fails_over()).
watch()'s branches before the pool choice (not on_persistent: picker, late placement, re-run of failed jobs) stop or poll before any Mac job is placed, so there is no queued Mac job to offer for yet. The finished-run branches (the run finished, cancelled, resume) have nothing left to move.
follow()'s refusals-only re-watch and its NIGHTLY_BUSY re-watch call watch(), so they reach the offer. settle()'s signing-stall loop (sleep(POLL_SECONDS)) only covers nightly signing jobs, which never fail over.
Tests
python3 -m unittest tests.test_ci_owned_pool_rescue: 401 OK, rebased on main with #26332. test_ci_queue_janitor and test_ci_starved_labels are also OK.
OpenHeadSettledFailover: run 40997814347 re-runs only its compile and keeps 28 finished jobs; a second queued job, Mac or Linux, keeps the open head, and one that queues before the cancel drops it, as does the stalled job finishing or leaving the listing; a placement failover stopped after its cancel resumes only the placement; a refused job re-run is reported and never widened; a job that starts during the guard's run read drops the cancel; a resumed rescue re-runs the job its mark names; follow() moves a dead label beside a refused sibling and a failure of its own, and behind red siblings with Blacksmith stalled, refusals-only or not. Also covered: a running, assigned or in-setup job keeps the open head, a busy label keeps it, a job that starts before the cancel drops it and leaves no receipt, and nightly, DEV, dispatch and push targets never fail over.
Six existing subtests that kept the open head where the re-run would repeat a finished job now expect the settled path. Running or assigned jobs still keep the open head.
Placement tests added here: a job that queues while open_head_guard() reads the run drops the cancel; a refused placement re-run is reported, never widened; a stalled Mac job beside a queued job with an unmatched or ambiguous name is not cancelled.
4cbd22a's own tests (placement subtree, label_quiet, the red-sibling watch offer, the janitor's label_started) carry over unchanged.
No new timer or loop. The watch's offer reuses its existing poll, and the failover's second look is the existing bounded sleep.

Walkthrough
Eligible pull-request runs can use placement or settled-sibling failover when queued work meets label-quiet and wait-time checks. The rescue selects work to re-run, checks run and job state before cancellation, and records targeted re-runs for recovery.
Changes: Open-head failover
Layer / File(s)
Summary
Label activity and failover eligibility scripts/ci/queue_janitor.py, scripts/ci/owned_pool_rescue.py, tests/test_ci_owned_pool_rescue.py
Pool snapshots record the newest start time for exact labels. Failover requires complete evidence, an eligible target, and queued work that meets the wait threshold. Tests cover snapshot quality, label activity, and target eligibility.
Placement and settled-sibling re-runs scripts/ci/owned_pool_rescue.py, tests/test_ci_owned_pool_rescue.py
A first-attempt cmux-next run can re-run its successful placement job and dependents. Settled failover targets the sole waiting job and dependents, or re-runs failed and cancelled jobs when multiple jobs remain. Guards check current state before cancellation. Tests cover retained results, refusals, and work that starts during the guard.
Watch integration and interrupted-run recovery scripts/ci/owned_pool_rescue.py, tests/test_ci_owned_pool_rescue.py
The watcher periodically offers failover, including during destination holds and refusals-only watches. Cancellation marks and resume logic identify targeted-job re-runs. Tests cover watch timing and recovery marks.

Explanation
The reviewed diff changes only Python files and a Python test file: scripts/ci/owned_pool_rescue.py, scripts/ci/queue_janitor.py, and tests/test_ci_owned_pool_rescue.py. It introduces no production Swift changes, so the Swift actor-isolation check is not applicable.
Full details: Cmux Swift Blocking Runtime
Explanation
The pull request changes only Python files and a Python test file. The authoritative diff contains no production Swift, Objective-C, or Objective-C++ files, so it introduces no Swift blocking or timing-based synchronization.
Full details: Cmux Browser Automation Off-Main
Explanation
The pull request changes only CI Python code and its tests. It does not modify Sources/TerminalController.swift, ControlCommandExecutionPolicy.swift, or any browser socket automation command. The diff contains no browser.*, WebKit wait, worker-router, or main-actor routing changes. The custom check is not applicable.
Full details: Cmux Expensive Synchronous Load
Explanation
The pull request changes only Python files and a Python test file. The authoritative diff contains no Swift, Objective-C, or Objective-C++ files, so it does not introduce or move an expensive synchronous Swift agent-history load.
Full details: Cmux Swift Concurrency
Explanation
The pull request changes only Python files: scripts/ci/owned_pool_rescue.py, scripts/ci/queue_janitor.py, and Python tests. The reviewed diff contains no Swift, Objective-C, or Objective-C++ files. Therefore, it does not introduce or expand legacy async patterns in cmux-owned Swift code.
Full details: Cmux Swift `@Concurrent`
Explanation
The pull request changes only Python and test files: scripts/ci/owned_pool_rescue.py, scripts/ci/queue_janitor.py, and tests/test_ci_owned_pool_rescue.py. It introduces no Swift code, async Swift functions, or Swift call sites for this check to assess.
Full details: Cmux Swift Package Boundaries
Explanation
PASS: The authoritative pull-request diff changes only scripts/ci/owned_pool_rescue.py, scripts/ci/queue_janitor.py, and tests/test_ci_owned_pool_rescue.py. It contains no Swift production changes, so the Swift package-boundaries rule does not apply.
Full details: Cmux Swiftpm Lockfiles
Explanation
The PR changes only scripts/ci/owned_pool_rescue.py, scripts/ci/queue_janitor.py, and tests/test_ci_owned_pool_rescue.py. The authoritative diff contains no Package.swift, Package.resolved, .gitignore, Xcode project, workflow, or dependency changes. The SwiftPM lockfile policy is therefore not triggered.
Full details: Cmux User-Facing Error Privacy
Explanation
The production diff changes only internal CI rescue and janitor scripts. New text is written to rescue logs, a GitHub Actions notice, or an internal pool snapshot; no cmux app UI, product CLI, or product API path is present. Provider names, job labels, run identifiers, and recovery details are therefore covered by the internal CI/operator-diagnostic exception. No new secret, credential, token, header, or payload dump is exposed.
Full details: Cmux Full Internationalization
Explanation
PASS. The PR changes only CI operational Python scripts and their tests. New text is limited to rescue logs, step-summary/::notice annotations, comments, and protocol markers. It does not add Swift UI text, app catalogs, web UI/API copy, markdown, changelog text, or locale data. No internationalization requirement applies.
Full details: Cmux Swiftui State Layout
Explanation
The pull request changes only Python and Python test files: scripts/ci/owned_pool_rescue.py, scripts/ci/queue_janitor.py, and tests/test_ci_owned_pool_rescue.py. The reviewed diff contains no SwiftUI or Swift source, so it cannot introduce the listed SwiftUI state, layout, or render-time mutation violations.
Full details: Cmux Architecture Rethink
Explanation
PASS: The reviewed diff changes only three Python files: scripts/ci/owned_pool_rescue.py, scripts/ci/queue_janitor.py, and tests/test_ci_owned_pool_rescue.py. It introduces no Swift, SwiftUI, AppKit, or Swift lifecycle code, so the Swift architectural rethink rules do not apply.
Full details: Cmux Swift Auxiliary Window Close Shortcuts
Explanation
PASS: the pull request changes only scripts/ci/owned_pool_rescue.py, scripts/ci/queue_janitor.py, and tests/test_ci_owned_pool_rescue.py. It introduces or changes no Swift, NSWindow, NSPanel, SwiftUI Window, or WindowGroup code. Therefore the auxiliary-window shortcut rule is not applicable. The repository also contains scripts/lint_auxiliary_window_close_shortcuts.py, but no changed Swift assignment exists for it to check.
Full details: Cmux Source Artifacts
Explanation
The pull request changes only three deliberate source/test paths: scripts/ci/owned_pool_rescue.py, scripts/ci/queue_janitor.py, and tests/test_ci_owned_pool_rescue.py. The diff adds CI source logic and its tests. It adds no logs, screenshots, recordings, temporary directories, caches, build output, dependency checkout, or broad artifact directory.
Full details: Cmux No Test Or Debug Seam In Production Source
Explanation
The pull request changes only two Python production scripts and one Python test file. It changes no Swift file under a production Sources/ path, so it cannot introduce a test or debug seam covered by this check.
Full details: Description check
Explanation
The description is thorough and follows the required template in substance. It has a Summary that explains the problem (failover moved no run from 2026-10-29 to 10-30) and the resulting behavior (placement re-run, settled-sibling failover, watch offer, and label_quiet judged by real starts). It has a Testing section that names the command run (python3 -m unittest tests.test_ci_owned_pool_rescue, 401 OK) and the tests that were red at the base commit and green at the head. It lists what was not verified, including the skipped settled-re-run placement finding. It also has Observed-style evidence for the fix. Gaps: the template's Changelog section is missing, though the template marks it as required to keep (it should say 'none' for internal-only CI changes). The Proof section is missing; for a CI-only change the template expects one line explaining why no screenshots exist. The Checklist is absent. The description also lacks a 'Observed / Not run' subsection as the template requests for bug fixes, although it does separate tests added from tests executed in part. The Summary does not explicitly say 'Fixes #' for any issue, which is acceptable if no issue is closed.
Full details: Cmux No Hacky Sleeps
Explanation
The production watcher adds a fixed wall-clock polling gate: FAILOVER_LOOK_SECONDS = 2 * 60 and failover_at = seen_at + FAILOVER_LOOK_SECONDS delay open-head failover checks while a queued job remains. The new watch() path then calls open_head_failover() on that timer, which can also perform its bounded elapsed-time sleep. This uses polling and delayed dispatch to wait for remote queue and label state instead of an owner signal. The new test explicitly verifies the periodic polling behavior.
Resolution
Remove the fixed FAILOVER_LOOK_SECONDS polling gate and the new timer-driven failover path. Trigger failover from an authoritative queue/pool state transition or a cancellation-aware scheduler with an explicit deadline and callback. Keep the existing state guards so cancellation occurs only after the run and job evidence is current.
Full details: Cmux Algorithmic Complexity
Explanation
The prior complexity failure remains unresolved. The changed production code rebuilds set(spec) inside the workflow-job loop at scripts/ci/owned_pool_rescue.py:3309 and rescans all needs entries for each frontier at :3313, which is O(W²). PlacementRerun.keys() scans every workflow pattern for each run job at :3271-3273. failover_loses() invokes that scan across the run at :3522, and again in receipt and guard paths at :3562 and :3606, giving O(J×W) work per pass. The job listing allows up to 299 jobs (MAX_JOB_PAGES at :671, checked at :3506), while the workflow collection has no equivalent bound or benchmark. queue_janitor.label_started() is a linear pass and is not the failure.
Resolution
In scripts/ci/owned_pool_rescue.py, compute the workflow-key set once before the needs loop. Build a child adjacency index and traverse descendants from CMUX_NEXT_PLACEMENT_KEY without rescanning all workflow jobs for each frontier. Replace PlacementRerun.keys() pattern scans with a source-of-truth index from concrete GitHub job identity or rendered job name to workflow key, and cache each run-job classification for reuse by failover_loses(), the receipt, and the guard. If regex matching must remain, add an explicit workflow/job-count threshold and a benchmark or measurement showing the slower path is acceptable.

Re-run refused jobs in the settled-sibling failover.
When settled_failover() supplies only_job, settle_and_rerun() re-runs only that waiting job. A job that finished with a fleet refusal keeps its failed result, so the run stays red. The base returned "not rescued" in this state, so this predates the change. Re-run refused jobs in this path, or report them.

Cover a busy Blacksmith destination in the dead-label watch tests.
test_a_watch_moves_a_dead_label_whatever_blacksmiths_state sets only a stalled BLACKSMITH pool. test_a_refusals_only_watch_fails_over_a_dead_label sets no BLACKSMITH pool. Neither test exercises a busy, non-stalled BLACKSMITH pool on the open-head watch path. Add a subtest with that pool shape, for example {"queued": 1, "running": 5, "oldest_queued_minutes": 2}. A regression that holds the dead-label job while Blacksmith is busy would then fail the test.

Re-read the jobs list after the run read in settled_guard.
settled_guard reads the jobs list before it reads the run. It then decides whether a job is running from that earlier list. A rate-limited or retried run read can let a queued job start before the cancel is sent. The cancel then stops that started job. The guard is meant to prevent exactly this, so the code does not keep its no-work-lost guarantee. Re-read the jobs after the run read, or use the freshness check from nightly_cancel.

Do not count completed failed jobs as kept in the failover receipt.
When two or more jobs wait, the settled failover re-runs the failed jobs with rerun_failed. That endpoint repeats completed failed jobs. failover_receipt still counts every completed job as "finished jobs kept" and states that only waiting jobs run again. Count only jobs the re-run leaves untouched, or list the repeated failed jobs separately.

Emit the settled receipt only after the cancel goes out.
At scripts/ci/owned_pool_rescue.py:3500, the receipt says the run was cancelled. The deadline check (3505) and settled_guard run after it. If either stops the cancel, the notice is wrong and the run stays untouched. Move the receipt after nightly_cancel returns, and read the job state before the cancel.

Settled rescue re-runs the waiting job on retained placement, so it can requeue on the same label.
The settled path cancels a run whose remaining job waits on a label that runs no jobs. It then re-runs that job with rerun_job, or with rerun_failed when several jobs wait. Partial re-runs keep the outputs of completed upstream jobs, so the changes runner outputs still name the same label. An owned claude-wrapper or shard job can therefore queue on that label again in attempt 2. The rescue cancels and re-runs the run without moving the stranded job.
Only the placement-dependent job types are affected. A single-waiter settled re-run always retains placement. A multi-waiter re-run retains it unless the e2e build is unfinished, in which case the run is re-run in full and placement runs again.
A full re-run would give fresh placement, but it also re-runs finished jobs. That conflicts with this path's intent to keep finished results. No localized edit preserves both properties, so no patch is proposed. Choose between a full re-run and a separate placement reselection for owned waiters.

Keep the waiting job ID on the resume path after a settled-sibling cancel.
A settled-sibling failover sets only_job and failed_only=True (lines 3498 and 3502). The CANCEL_SENT mark (line 3545) records only the run and attempt. If the rescue stops before settling, resume_rerun (lines 3574-3579) calls settle_and_rerun without only_job. The successor then re-runs every failed job in the attempt, including finished failures that the settled cancel was meant to keep. Store the waiting job ID with the CANCEL_SENT mark, and pass it to the resume path.

Stop the failed-job fallback when a single-job re-run is refused.
When rerun_job returns an HTTP error, the fallback calls rerun_failed. GitHub re-runs every failed job in the run, so an unrelated completed failure runs again and its result can change. settled_failover documents that finished jobs keep their results. Either stop the fallback and return the refusal, or change that documented contract.

Keep the first sighting for failover waits across the refusals-only continuation.
The refusals-only continuation starts a new watch without seen. A job without created_at restarts its failover wait from the continuation's first look. The failover can then be delayed by up to UNSTARTED_STALL_SECONDS, or missed near the deadline. Track failover sightings separately from the queue-alarm clock. Do not pass seen directly, because the alarm would re-fire immediately.

Ignore the stale zero-running check for dead-label selection.
The zero-running branch selects a label from any janitor snapshot that is at most 45 minutes old. It does not require that snapshot to have been generated after the queued job began waiting. A snapshot that predates the queue can report running: 0 while other jobs have started on that label since. The rescue then treats the waiting job as stuck and can cancel and re-dispatch an open-head PR run that was not stuck. The label_quiet branch in the same hunk requires generated - since >= UNSTARTED_STALL_SECONDS. The zero-running branch does not have that requirement, and it is the branch that cancels runs without a matching coverage check.
Require the zero-running selection to use a snapshot that covers the wait, or drop it when the snapshot does not cover the wait. Then review the effect on rescue timing for labels the janitor has not refreshed recently.

Correct the settled-failover rerun scope in the inline comment and docstring.
The inline comment and the open_head_failover docstring say every finished job keeps its result. The code does not keep that promise. rerun_job re-runs the target job and every job that needs it. With several waiting jobs, the failed jobs are re-run through rerun_failed, and a red finished job can pass on rerun. When e2e_build_unfinished() holds, api.rerun re-runs every job of the run.

Resume a placement failover with its placement re-run.
When a cmux-next placement failover stops after its cancel, the successor reads the sent all mark and calls resume_rerun with every_job=True. That call runs a full re-run, which repeats the finished Linux jobs the placement failover was meant to keep. Record the placement re-run in the cancel mark, and resume it as a placement re-run.

Record starts from finished runs before the stall check.
label_started() reads only in-flight runs. A job that started on a label in a run that has since finished is missing from the snapshot. label_quiet() then treats the label as quiet when an older start or no start remains. open_head_failover() can then cancel and re-run a PR run whose job was moving in the queue.
Possible direction: include starts from runs that finished after the job began waiting, or make label_quiet() return False when the snapshot cannot rule that out.

Read the run before the jobs in openheadguard.
3595-3597: Minor · Stability & Availability · Quick win
Read the run before the jobs in open_head_guard.
The guard reads the jobs, then the run. A slow run read can let a queued placement-dependent job start after the jobs read. The guard then passes, and the cancel can stop that running job. Read the run first, as settled_guard does, so that the jobs read is the last read before the cancel.
This change narrows the window. It does not close it, because a job can still start between the last read and the cancel.

Offer failover before the refusal continue, not only at the look.waiting gate.
A refused completed job currently sends an unfinished run into the refusal branch, which logs and continues before the failover offer. The offer's predicate requires look.waiting, which a refused look does not set. A queued Mac job on a dead label therefore gets no failover offer until its queue budget is reached. That budget is capped by the watch deadline.
Changing the predicate at the offer alone does not make the offer reachable on this path, because the continue runs first. Move the offer above the refusal branch and let it accept a refused look as well as a waiting one. Keep the queued-Mac age threshold, the poll interval, the PR-number requirement, and the checks in open_head_failover(). Those checks decline a settled failover while any job runs, so the offer does not cancel running siblings. A placement failover can keep completed unrelated jobs, so do not gate the offer on "no job has started".

Count unmatched or ambiguous queued jobs as lost, not covered, in the placement re-run check.
A workflow at the PR head can define a macos-placement job and also a queued job named cmux-next swift, which GitHub renders from format('cmux-next {0}', 'swift'). PlacementRerun.reruns returns True for that job. failover_loses then counts it as kept, so open_head_failover does not take the settled path and proceeds with the placement re-run. That re-run covers only the placement job and its dependents, so the independent queued job can end cancelled and never run. A queued job whose name matches both a dependent key and an independent key takes the same path.
Count a queued job as covered only when every key it matches is a dependent key. Unmatched names and ambiguous names then count as lost, and the settled or decline logic handles them conservatively. Completed-job handling does not change.

Starts from finished runs can make a busy label look quiet and cancel a waiting job.
label_quiet() takes the newest start that the janitor snapshot lists for the label. label_started() builds that list from in-flight runs only, so a start in a run that has since finished is absent. A label with an older job still running can therefore read as quiet, even when another run took work on it after the waiting job queued. The guard at scripts/ci/owned_pool_rescue.py:3504-3505 then marks the job as dead. The settled failover path can cancel and re-run that job as unstarted.
No finished work is lost, because the settled path cancels only an unstarted job. The cost is an unnecessary cancellation and re-dispatch. The snapshot also gives no history of the intervening start.
A fix belongs in the snapshot or in label_quiet(). The snapshot would need the newest start on each label from runs completed since the wait began. Alternatively, label_quiet() would need to reject the label when such a run exists. The inspected code does not establish which change fits the snapshot contract, so this comment gives no patch.

… stuck on a label that starts nothing
The stall-aware failover (#27521) never moved a cmux-next pull request run. Four reasons, all fixed here:
- It required that no job of the run had finished other than the placement jobs, but a cmux-next PR run's
Linux jobs (checks, the cargo fast tier, web bundles, fleet Release compile) always finish before a Mac job
has waited three minutes. A cmux-next PR run's first attempt is now re-run from its macOS placement
(POST /actions/jobs/{placement}/rerun): the placement and the jobs that need it run again and read the routes
afresh, and every other finished job keeps its result, a red `checks` included. A queued or running job the
re-run would not repeat still keeps the open-head rule. Other workflows keep the full re-run rule.
- A run left queued behind a red sibling (assess()'s leave_decided) was never offered the failover at all.
watch() now offers it every 2 minutes to any PR run with a Mac job queued past 3 minutes.
- The snapshot reads used the sweeper's first token, which expires after an hour: from then every read was
refused (401) and the failover was off (sweeper run 41006853342: 22 refusals from 06:12Z). The reads now use
the client's current, re-minted token, and one read serves all watches for 60 s.
- "Started nothing" meant running == 0 in the janitor's pool count, which rolls root jobs into the pool and
counts a job started hours ago. The janitor snapshot now records each macOS label's newest job start
(label_started), and a label that started nothing since the job began waiting counts as dead too.
Runs 40993742146 (#27797) and 41021261503 (#27756) waited hours on glaeda-side-std and glaeda-std,

4cbd22a
This carries dep-fleet-2's 4cbd22a (branch lane/fasttier-open-head-replace:
the red-sibling watch() failover offer, label_started/label_quiet and the
placement re-run), rebased as the commit before this one, and adds the
settled-sibling failover on top of it.
Where the placement or full re-run would repeat a finished job but no job of
the run is running or held by a runner, cancel (only waiting jobs stop) and
re-run only what waited: the one waiting job and its dependents, or the
failed jobs when several waited. Run 40997814347 (PR #27853): 28 of 29 jobs
finished, the swift test and daemon tests red below the placement, its
Release compile queued 4.5 h on glaeda-std-xcode-26.6 while that label ran
nothing.
Review fixes: a refused single-job re-run is reported, never widened to a
re-run of the failed jobs; the cancel guard reads the jobs after the run, so
a job that started during a slow run read drops the cancel; the receipt
names the failed jobs a multi-job re-run repeats; and the CANCEL_SENT mark
carries the job id, so a successor of a rescue stopped after its cancel
re-runs that job, not the failed ones; and a failover's receipt (both
kinds) is given only once its cancel went out.
watch()'s periodic offer and the refusals-only check consider both
failovers. The snapshot-token refresh and read cache stay as #28163 landed
them.

Review fixes for the open-head failovers.
The settled-sibling failover now moves a run only when the stalled job is
its one unfinished job, and re-runs that job and its dependents. With a
second job queued (a Linux job, another Mac job), a re-run of the failed
jobs was not shown to bring back every job the cancel stopped. The open
head keeps the run until only the stalled job is left, and the guard right
before the cancel drops it if another job queued meanwhile.
A placement failover's CANCEL_SENT mark now names the placement job
(" of job N"), not " of every job". A successor of a rescue stopped
between its cancel and its re-run therefore re-runs the placement and the
jobs that need it, not every job, which would repeat the finished jobs the
failover keeps.

… strands a queued job
A refused re-run of the cmux-next placement is now reported and stops,
instead of falling through to a re-run of every job, which would repeat
the finished Linux jobs (a red check included) the failover keeps.
An unfinished job counts as brought back by the placement re-run only
when every workflow job its name could be needs the placement
(PlacementRerun.brings_back()). A queued job with an unmatched or
ambiguous name could be left cancelled, so it now keeps the run where it
is. Finished jobs keep the conservative reruns() rule.

Re-raise 5xx errors from the placement re-run so the cancel stays unsettled.
The placement branch of settle_and_rerun() catches every HTTPError from api.rerun_job() and returns a normal string. rescue() then records CANCEL_SETTLED, and rerun_intended() returns "" for a settled attempt, so no successor resumes the re-run. A transient 5xx from the re-run request, or from the pre-send run read inside rerun_job(), therefore leaves an open-head PR run cancelled. A 4xx response is a client refusal and keeps the current return. Re-raise 5xx responses so that a successor can finish the re-run.

Stop failover when the pool snapshot lists unread runs.
The janitor writes unread_runs when it cannot list some runs' jobs. Its label_started map then omits those runs' starts. open_head_failover still acts on the snapshot. … failover offer before the refusal wait
open_head_guard() reads the run, then the jobs, as settled_guard() does.
A job that queued while a slow run read waited now shows in the read the
cancel decides from, so the placement re-run never leaves it cancelled.
watch() offers the open-head failover before every branch that waits or
returns: the refusal wait (when the run also failed on its own, so the
refusal path would decline it) and the rescue/refused returns (a hold
re-watches and returned before the offer). A run with a genuine failure, a
refused Mac sibling and a compile stalled on a dead label now moves.

assess(leave_decided=True)returned "watch", so the failover was never consulted. The 05:10Z sweeper logged 171 such looks for 40993742146.running == 0. That count includes root rollups and jobs started hours ago.glaeda-side-stdshowed running=1 from a ~02:00Z job while 17 jobs sat queued.CI_SIDE_LANE_RUNNER.What changed (scripts/ci/owned_pool_rescue.py, queue_janitor.py)
From 4cbd22a (dep-fleet-2):
placement_rerun()/failover_loses(): a cmux-next PR run's attempt 1 fails over by re-runningcmux-next macOS placement(POST /actions/jobs/{id}/rerun). The placement and its dependents re-place afresh, and every other finished job keeps its result, a redchecksincluded. A queued job counts as coming back only when every workflow job its name could be needs the placement (PlacementRerun.brings_back()); an unmatched or ambiguous name keeps the run where it is. If GitHub refuses the placement re-run, the rescue reports the refusal and stops; it never widens to a re-run of every job.watch()offers it everyFAILOVER_LOOK_SECONDS(120 s) to a PR run with a Mac job queued at least 180 s, whatever kept the queue rescue off: a red sibling, refusals-only, or a hold.follow()treats that as a rescue.label_started, the newest start of a runner-taken job on each exact macOS label.label_quiet()counts a label dead when it has started nothing since the job began waiting, judged from a snapshot made at least 180 s after that.Added here:
Settled-sibling failover (
open_head_failover()→Failover(settled=True)). It applies when three things hold:job_running());The cancel then stops only that job, which never ran. Every finished job keeps its result, red ones included. Only that job and its dependents run again (
rerun_job). If a second job is still queued (a Linux job, or another Mac job), the open head keeps the run, because no single re-run is shown to bring back every job the cancel stops. A later look moves the run once only the stalled job is left.If GitHub refuses the single-job re-run, the rescue reports the refusal and stops. It does not fall back to re-running the failed jobs, which would repeat the finished failures the failover keeps.
settled_guard()reads the run, then the jobs, right before the cancel and before every re-send. Both failovers everywhere.
watch()'s periodic offer and the refusals-only check consider both failovers.Exclusions are unchanged (
never_fails_over()etc.): only PR runs fail over, never nightly, DEV, promote, feed, dispatch or push runs. The settled path in cmux-next. A bot attempt 2 or 3 of a job re-run takes the side label, and attempt 4 takes Blacksmith (
next_attempt()). If the side label is dead too, each later attempt fails over again after 3 minutes. The placement re-run, which re-places afresh, is used whenever it loses nothing.Review findings (CodeRabbit)
Fixed (CodeRabbit, then an Astra review that blocked an earlier head), each with a test that is red without the fix:
Skipped: the settled re-run keeps its old placement (Major, heavy lift). A job re-run keeps the finished placement's outputs, so a cmux-next bot attempt 2 or 3 can queue on a dead side label again. Fixing that means re-placing without repeating the placement's red dependents, which GitHub's re-run API cannot do. The cost is bounded: the next attempt fails over again after 3 minutes, and attempt 4 goes to Blacksmith (
next_attempt()). Where the placement re-run loses nothing, it is used instead, and it re-places afresh.Class sweep
Two classes came out of review. Every site of each in
scripts/ci/owned_pool_rescue.pyat this head, carried code included:(a) A cancel, or a decision to cancel, made from a job listing read before another API read that can be slow
open_head_guard()(the placement and full-re-run failover's last check before the cancel). It read the jobs, then the run. Fixed: it now reads the run, then the jobs. A job that queues during a slow run read now drops the cancel (new test).settled_guard(): reads the run, then the jobs. Fixed in an earlier round, with a test.nightly_cancel()'s nightly check (main's code) reads the jobs, then the run, on purpose. If the run read waited (rate limit, or too slow), it reads both again, up toNIGHTLY_GUARD_TRIES, and drops the cancel when they stay unconfirmed. Safe; unchanged.open_head_failover()decides from its look's listing, then reads the workflow file (failover_plan()). It never cancels. Every failover cancel goes through one of the two guards above, which re-read right before the cancel and before every re-send.failover_receipt()reads the jobs before the guard. It is text only, emitted after the cancel went out, and decides nothing.rescue()'sstarted_dev_compile()check (main's code) reads the jobs beforestarted_nightly_work()and the cancel. On the failover paths, the guards re-read and drop the cancel if any job started (a DEV compile included). The plain queue rescue is main's and is unchanged here.hold_for_destination()'sturned_awayread,follow()'srefusal_jobsread and everywatch()read lead to an outcome, never a cancel. A cancel only comes later, throughrescue()and its guard. The refusal check infollow()can only decline.(b) A
watch()branch that sleeps, continues or returns before the failover offerwatch()'s refusal wait (look.action == "refused", run unfinished) slept and continued before the offer. Fixed: the offer now comes right afterassess(), before this wait. It is made when the run also failed on its own, becausefollow()would then decline the refusal path (new test). A refusal with no failure of its own keeps the refusal path, whose re-run of failed jobs brings the refused job back.watch()'sreturn look.actionfor "rescue" and "refused" came before the offer. A hold for a Blacksmith slot (hold_for_destination(), which sleepsSTALL_RECHECK_SECONDSand watches again) so never reached it. Fixed: the offer comes first; a "rescue" look is offered too.watch()'s nightly refusal return ("watch limit reached with a started nightly still running") comes after the offer. A nightly never fails over (never_fails_over()).watch()'s branches before the pool choice (not on_persistent: picker, late placement, re-run of failed jobs) stop or poll before any Mac job is placed, so there is no queued Mac job to offer for yet. The finished-run branches (the run finished, cancelled, resume) have nothing left to move.follow()'s refusals-only re-watch and its NIGHTLY_BUSY re-watch callwatch(), so they reach the offer.settle()'s signing-stall loop (sleep(POLL_SECONDS)) only covers nightly signing jobs, which never fail over.Tests
python3 -m unittest tests.test_ci_owned_pool_rescue: 401 OK, rebased on main with #26332.test_ci_queue_janitorandtest_ci_starved_labelsare also OK.Red at 4cbd22a alone, green here:
OpenHeadSettledFailover: run 40997814347 re-runs only its compile and keeps 28 finished jobs; a second queued job, Mac or Linux, keeps the open head, and one that queues before the cancel drops it, as does the stalled job finishing or leaving the listing; a placement failover stopped after its cancel resumes only the placement; a refused job re-run is reported and never widened; a job that starts during the guard's run read drops the cancel; a resumed rescue re-runs the job its mark names;follow()moves a dead label beside a refused sibling and a failure of its own, and behind red siblings with Blacksmith stalled, refusals-only or not. Also covered: a running, assigned or in-setup job keeps the open head, a busy label keeps it, a job that starts before the cancel drops it and leaves no receipt, and nightly, DEV, dispatch and push targets never fail over.Placement tests added here: a job that queues while
open_head_guard()reads the run drops the cancel; a refused placement re-run is reported, never widened; a stalled Mac job beside a queued job with an unmatched or ambiguous name is not cancelled.4cbd22a's own tests (placement subtree,
label_quiet, the red-sibling watch offer, the janitor'slabel_started) carry over unchanged. No new timer or loop. The watch's offer reuses its existing poll, and the failover's second look is the existing bounded sleep.
