ci: every job that holds a secret runs on an ephemeral label no variable can move - #27648
32 jobs read a secret (R2, Vercel, Cloudflare, Stack server keys, Sentry, GHOSTTY_RELEASE_TOKEN, the dogfood login, CLAUDE_CODE_OAUTH_TOKEN) while a repository variable could point their runner at a reused machine.
Moved to the bounded LINUX_RUNNER selector from #27631. A 4 vCPU stall still moves these jobs, and the fork branches do not change:
macOS jobs moved to the literal label they fell back to:
build-ghosttykit.yml build-ghosttykit (GHOSTTY_RELEASE_TOKEN): was MACOS_RUNNER_BACKGROUND.
ios-e2e.yml mac-ios-e2e (dogfood Stack login): was MACOS_RUNNER_IOS || MACOS_RUNNER_PR.
ios-streamed-validate.yml validate (CLAUDE_CODE_OAUTH_TOKEN): was MACOS_RUNNER_IOS.
iroh-release-gate.yml simulator-e2e (production Stack keys): was MACOS_RUNNER_15 when CI_PAID_MACOS_OVERFLOW is 1.
nightly.yml refresh-test-compilation-cache (CI_CACHE_R2): its first matrix pool no longer falls through to MACOS_RUNNER_PR. The cost: if MACOS_RUNNER_PR names a Blacksmith label other than blacksmith-6vcpu-macos-26, this row now seeds macOS 15, not that pool.
ios-app-store.yml upload-and-validate (the App Store Connect key): it keeps the capability map's answer only when that answer is blacksmith-6vcpu-macos-26, and otherwise takes that label. The map reads CMUX_CI_RUNNER_OVERRIDES, which may name any machine. The first review found this, after my description had wrongly called it safe. The cost: the hosted fleet override (CMUX_CI_RUNNER_FLEET=hosted) no longer moves this job to GitHub-hosted macos-26, so in a Blacksmith macOS outage it waits.
Today every variable named above holds the Blacksmith label that these jobs now name, so no job moves now.
One consequence. No signing job on main reads MACOS_RUNNER_15 any more; iroh-release-gate.yml simulator-e2e did before. So signing_runner_variables.py no longer derives it, and in a Blacksmith outage the overflow switch now fails it over to the owned std pool, as it does MACOS_RUNNER_PR. The tests and docs/ci-runners.md describe this. Not every job that follows it is secret-free, because the variable is repository-wide:
On feat-cmux-next, the push runs of ci-macos.yml macos-compile-admission read MACOS_RUNNER_15 and hold the CEF R2 keys. In an overflow, those runs land on an owned std Mac. That job's pull-request path can already use owned Macs.
On main, release.yml build-ghostty-cli-helper reads MACOS_RUNNER_15. It holds no secret, but it has id-token/attestations: write, and it needs macOS 15. In an overflow, it would land on an owned std Mac, or fail.
The test.tests/test_ci_fork_runner_routing.py now checks every job in every workflow that reads a secret. That means ${{ secrets.X }} other than its own GITHUB_TOKEN, secrets[...], or secrets: inherit.
python3 tests/test_ci_fork_runner_routing.py: 31 failures on the test commit 11b7d67, and 24 tests pass on the head.
tests/test_ci_runner_capability_resolver.py reads the capability key inside the new bounded pick and passes.
tests/test_ci_cloud_overflow_switch.py and tests/test_ci_pr_runner_pool.py pinned the old lines. They are updated and pass, at 62 and 250 tests.
I ran all 237 tests in tests/ that read workflow files on the head. Four fail, and all four fail the same way on the base: test_check_ghostty_zig_workflows.py, test_ci_merge_main.py (this VM has git 2.43), test_cli_workflow_catalog.py and test_ghostty_zig_version_sync.sh.
actionlint 1.7.7, without shellcheck, is clean on the changed workflows.
Observed / Not run
Observed: the commands above, on a Linux VM with portable Python only.
Not run: live runs of the changed workflows. Every new label is the value each variable holds today.

…ve it
Extends the App-key rule (#27540, #27557, #27631) to every secret: R2,
Vercel, Cloudflare, Stack server keys, Sentry, signing material,
GHOSTTY_RELEASE_TOKEN. A job that reads `${{ secrets.X }}` (not its own
GITHUB_TOKEN) or passes `secrets: inherit` must run on a fixed ephemeral
label, a Blacksmith or GitHub-hosted one, or a runs-on whose every result,
for every variable value, is a Blacksmith label the expression names (the
bounded LINUX_RUNNER selector, the overflow record's literal pair). A matrix
runner is checked per value the job's matrix lists; a local reusable call is
checked through its callee's jobs. Jobs that take a picker's output are
listed with a verified reason; four that hold a secret on an owned Mac by
design are listed as open.
It fails on this commit for 31 jobs that still read LINUX_RUNNER,
MACOS_RUNNER_BACKGROUND, MACOS_RUNNER_IOS/PR or MACOS_RUNNER_15 unbounded.
…ble can move
Extends #27540, #27557, #27622 and #27631 (which built on #27022) from App
keys to every secret. 31 jobs read a secret while a variable could point
their runner at a reused machine.
Linux, now through the bounded LINUX_RUNNER selector (#27631), so a 4 vCPU
stall still moves them: ci-artifact-canary canary, cloud-capture-provision
provision, cloud-vm-canary canary, cloud-vm-dogfood journey, cloud-vm-env-audit
audit, cloud-vm-image-contract promote, cloud-vm-image-reachability reachable,
cloud-vm-migrate migrate-staging and migrate-production, cloud-vm-smoke smoke,
cmux-tui-artifacts publish, docs-deploy-reusable deploy, dogfood-artifact-publish
publish, fleet-artifact-cdn deploy, ios-e2e backend, iroh-v2
deploy-development, presence deploy, r2-binaries-prune prune, r2-cache-prune
prune, r2-storage-census binaries, cef and ci-cache, sdk-bootstrap-crates
publish-sdk and publish-sidebar, update-homebrew update-cask,
vercel-auth-health check. Fork branches are unchanged.
macOS, now on the literal label they fell back to:
- build-ghosttykit (GHOSTTY_RELEASE_TOKEN): was MACOS_RUNNER_BACKGROUND.
- ios-e2e mac-ios-e2e (dogfood Stack login): was MACOS_RUNNER_IOS/PR.
- ios-streamed-validate validate (CLAUDE_CODE_OAUTH_TOKEN): was MACOS_RUNNER_IOS.
- iroh-release-gate simulator-e2e (production Stack keys): was MACOS_RUNNER_15
under CI_PAID_MACOS_OVERFLOW.
- nightly refresh-test-compilation-cache (CI_CACHE_R2): its first matrix pool
no longer falls through to MACOS_RUNNER_PR.
Today every changed variable holds the label these jobs now name, so nothing
moves now. Four jobs keep a secret on an owned Mac by design and are listed
open in the test (build-nightly-app, seed-derived-data seed, test-ios
ios-simulator-build, ios-screenshots screenshots).
One consequence: no signing job on main reads MACOS_RUNNER_15 any more
(iroh-release-gate simulator-e2e did), so signing_runner_variables.py no
longer derives it, and the overflow switch now fails it over to the owned std
pool like MACOS_RUNNER_PR; only jobs without a secret follow it. Its tests and
docs/ci-runners.md say so. test_ci_pr_runner_pool.py pins the two new literal
labels. The trusted fork exclusion also refuses an index after contains() or
fromJSON() (review of #27631; no workflow used it).
Tests: the routing test fails on the previous commit (31 jobs) and passes here.
Written by scripts/ci/classify_failures.py (ci-failure-attribution.yml); signatures are its SIGNATURES table. A machine verdict is the runner's fault, not this PR's; yours means the failing file is one this PR changes, also red on main that main's latest full suite fails the same way, seen on other PRs that it failed on another pull request's run lately.
CI fast guards passes on 91226bb32e (run). This covers only the fast guards, not CI: CI's result is ci-status.
Merge receipt for 91226bb32e: every check was green at merge (22 verified; 23 skipped by policy). Full suite runs on main after merge.
CI workflows now restrict configured Linux runner labels to an allowlist and use fixed labels for selected macOS jobs. Documentation and tests describe these routing rules. Runner-routing tests also inspect secret-bearing jobs and validate runner expressions and matrices.
These workflows accept LINUX_RUNNER only when it matches one of the listed Blacksmith Ubuntu labels. Existing owner-specific choices remain, with the 4-vCPU Blacksmith label as the fallback for manaflow-ai.
Selected macOS jobs use literal runner labels or a bounded capability-map value. Documentation and assertions reflect runner selection and variable usage.
Tests discover secret-bearing jobs and validate runner labels, reusable-workflow calls, and matrix values. The trusted fork-exclusion check rejects indexed contains() and fromJSON() calls.
manaflow-ai/cmux#26450 — The PR adds runner-routing checks for secret-bearing jobs, which aligns with the issue’s objective. The context does not confirm that the issue’s iOS archive job changed.
manaflow-ai/cmux#13325 — The PR changes Linux and macOS runner-selection rules, which overlap with the issue’s owned-runner routing objective.

Full details: Title check
Explanation
The title clearly describes the primary CI security change: preventing repository variables from moving secret-reading jobs to reused machines. It slightly overstates coverage because the description lists intentional exceptions, but it remains directly related and specific.
Full details: Description check

The description is detailed and covers the required Summary, Testing, Changelog, Proof, and observed or unrun validation. It explains the changed runner behavior, test results, known failures, and explicit exceptions. The template Checklist section is omitted, but the description is otherwise substantially complete.
Full details: Cmux Cloud Persistent Session And Early Input
Explanation
PASS: The pull request changes GitHub Actions runner selection, CI documentation, and CI tests only. The cloud workflow edits change runs-on expressions to fixed or bounded runner labels. No changed file adds or modifies Cloud terminal creation, cmux-tui transport, PTY readiness, attachment input routing, snapshots, or auth/revision/lease handling. Therefore the rule's failure conditions are not introduced.
Full details: Cmux Swift Actor Isolation
Explanation
PASS: The reviewed diff contains no Swift files or production Swift changes. It changes only GitHub workflows, documentation, Python tests, and a shell test, so it cannot introduce the specified Swift 6 actor-isolation mistakes.
Full details: Cmux Swift Blocking Runtime
Explanation
PASS: The reviewed diff changes only GitHub Actions YAML, Markdown, Python, and shell test files. It contains no Swift files or production Swift code, so it does not introduce or expand blocking or timing-based synchronization covered by this check.
Full details: Cmux Browser Automation Off-Main
Explanation
PASS: The pull request changes only GitHub workflow YAML, CI documentation, and CI test files. It does not change Sources/, Packages/, Swift browser socket commands, processV2Command, socketWorkerMethods, or browser policy tests. Therefore the browser WebKit wait routing rule is not applicable.
Full details: Cmux Expensive Synchronous Load
Explanation
PASS: The pull request changes only GitHub workflow files, CI documentation, and Python/shell tests. It adds no Swift files or Swift diff content, so it cannot introduce or move an expensive synchronous agent-history load onto the main actor or an interactive path.
Full details: Cmux Cache Substitution Correctness
Explanation
PASS: The pull request changes only GitHub workflows, documentation, and tests. The authoritative diff contains no production Swift, TypeScript, or JavaScript files, so it does not substitute a cache for a fresh read in a persistence, history, undo, or snapshot path.
Full details: Cmux No Hacky Sleeps
Explanation
PASS. The PR changes GitHub Actions workflow YAML, documentation, and test-only Python/shell files. The rule explicitly excludes workflow YAML, and the non-workflow diff adds no fixed sleeps, timers, polling, delays, or wall-clock waits. No production runtime change is present.
Full details: Cmux Algorithmic Complexity
Explanation
PASS. The pull request changes 27 workflow files, six test files, and one documentation file. It does not change production Swift, TypeScript, JavaScript, or runtime code. The only shell change is a comment in tests/test_ci_self_hosted_guard.sh, which is test-only. The workflow selectors scan a fixed three-label list, which is an explicit tiny bound.
Full details: Cmux Swift Concurrency
Explanation
The pull request changes only GitHub Actions YAML, Python, shell, and Markdown files. The authoritative diff contains no Swift files and introduces no Swift concurrency code or legacy async pattern. The check is therefore not applicable.
Full details: Cmux Swift `@Concurrent`
Explanation
PASS: The pull request changes no Swift files. The authoritative diff contains only GitHub workflow YAML, documentation, Python tests, and a shell test, so it introduces no Swift async, @concurrent, or actor-isolation changes covered by this check.
Full details: Cmux Swiftpm Lockfiles
Explanation
The PR changes only workflow files, CI documentation, and tests. It changes no Package.swift, Package.resolved, .gitignore, or Xcode project/workspace files, and it introduces no SwiftPM dependency or package-reference change. The SwiftPM lockfile conditions therefore do not apply.
Full details: Cmux User-Facing Error Privacy
Explanation
PASS: The diff changes GitHub Actions runner selection, CI comments, CI documentation, and tests. It adds no cmux product UI, CLI output, or product API error, alert, recovery copy, or payload dump. The changed provider and environment-variable names remain in internal CI and documentation, which the rule allows. No concrete path to a cmux end user exists.
Full details: Cmux Full Internationalization
Explanation
The PR changes only GitHub workflow runner routing, CI tests, and operational CI documentation. The diff contains no Swift UI text, string catalogs, Info.plist localization entries, web UI/API copy, web/messages/ files, or locale registry changes. These changes are covered by the rule's allowed cases for tests, developer comments, configuration tokens, and operational docs.
Full details: Cmux Swiftui State Layout
Explanation
PASS: The pull request changes only GitHub Actions workflows, CI documentation, and Python/Shell tests. The authoritative diff contains no Swift files or SwiftUI constructs, so the SwiftUI state-layout rules do not apply.
Full details: Cmux Architecture Rethink
Explanation
The check is not applicable. The reviewed diff changes GitHub Actions workflows, CI documentation, and Python/Shell tests only. It contains no Swift, Objective-C, or Objective-C++ source changes, so it cannot introduce the Swift architectural failure conditions.
Full details: Cmux Swift Auxiliary Window Close Shortcuts
Explanation
PASS: The pull request changes only GitHub Actions workflows, CI documentation, and test files. It contains no Swift changes and no new or materially changed cmux-owned NSWindow, NSPanel, SwiftUI Window, or WindowGroup code. The auxiliary-window close-shortcut rule does not apply.
Full details: Cmux Source Artifacts
Explanation
PASS: The pull request changes only hand-written workflow configuration, CI tests, and the runner documentation. The diff adds no logs, screenshots, recordings, temp or cache directories, dependency checkouts, build output, DerivedData, downloads, or copied artifacts. The cmux-tui-artifacts.yml path is a workflow configuration file, not a checked-in artifact.
Full details: Cmux No Test Or Debug Seam In Production Source
Explanation
PASS: The pull request changes no Swift files under any production Sources/ path. The changed-file inventory contains only workflow YAML, documentation, and test files, so the specified production-source seam condition is not applicable.

Add an assertion for an index after contains() in the fork exclusion test.
The parser stores an index on a call result as a fourth tuple element. _trusted_fork_exclusion rejects that shape only through its outer len(node[1]) == 3 check. The new assertions at lines 1367-1371 cover only an index after fromJSON(...). No assertion covers an index after contains(...), so removing the outer check would not fail any test. The current code rejects this form, so this is a coverage gap rather than a current defect.

⚠️Unverified finding
We couldn't verify this from the code. It is shown for review, not as a verified issue.
The fixed mac-ios-e2e runner selection makes docs/ci/ios-e2e.md inaccurate: its job graph still says this job selects MACOS_RUNNER_IOS, then MACOS_RUNNER_PR, and its runner-lifecycle section still attributes the Mac route to MACOS_RUNNER_IOS.
They may adjust the pool variables expecting to move this job, although the job remains on its fixed label.
This can occur when: A maintainer uses the iOS E2E documentation to change or diagnose the Mac runner route.

Scope the secret-routing sentence to exclude owned-Mac jobs.
The new sentence says every job that reads a secret runs on a fixed ephemeral label or the Linux selector. Four jobs in SECRET_RUNNER_EXCEPTIONS read secrets on owned Macs: nightly.ymlbuild-nightly-app, seed-derived-data.ymlseed, test-ios.ymlios-simulator-build, and ios-screenshots.ymlscreenshots. The row must name these exceptions.

Update the secret-routing sentence in the LINUX_RUNNER row to exclude the
owned-Mac jobs listed by SECRET_RUNNER_EXCEPTIONS in
tests/test_ci_fork_runner_routing.py, and state that the
fixed-ephemeral-label-or-selector routing applies to the remaining
secret-reading jobs.

Review of #27648 found the ios-app-store exception false: its runner came
from the capability map, which reads CMUX_CI_RUNNER_OVERRIDES, a variable
that may name any machine, and the job holds the App Store Connect key. Its
runs-on now keeps the map's answer only when it is blacksmith-6vcpu-macos-26
(else that label), and the exception is gone; the structural rule's bounded
pick accepts the same expression in contains() and as the result (a
capability lookup), never two different ones.
The detector also counts a workflow-level env, toJSON(secrets) and a bare
secrets context; a computed matrix list or include fails closed. Docs no
longer list build-ghosttykit in the background lane, ios-streamed-validate
under MACOS_RUNNER_IOS or the refresh seeder as running on MACOS_RUNNER_PR.

Security lens. A first pass returned FIX: the ios-app-store exception was false, because CMUX_CI_RUNNER_OVERRIDES could send the App Store key to any machine. That is fixed with a bounded capability pick, the detector is hardened, and the docs and description are corrected. The re-review attacked the identical-expression bounded pick and found no bypass. The old and new detectors find the same 125 jobs on main. Not blocking, and stated in the description: the hosted fleet override no longer moves the App Store upload.
… value
CI on #27648: test_seed_derived_data compared the nightly
refresh-test-compilation-cache pool expressions with the seeder's as text, so
the nightly row that no longer falls through to MACOS_RUNNER_PR failed it. It
now evaluates both for each lane MACOS_RUNNER_PR may name (Blacksmith sizes,
an owned pool, unset): each nightly pool is a pool the per-push seeder uses,
and a Blacksmith label. On the base it fails for an owned lane: the nightly
seeder, which holds CI_CACHE_R2, ran on the overflow switch's owned pool.
Review (subagent, correctness first): SHIP at 91226bb
This round reviewed the test-only delta from 0f6f712. CI found the textual pool-subset check in test_seed_derived_data. It is now value-based, and it fails on the base for an owned MACOS_RUNNER_PR lane. Mutation checks: the test catches a row that reads MACOS_RUNNER_15 and a literal that is not seeded. Not blocking: the seed-key match no longer checks the fork branch or variables that github_context does not set. test_ci_fork_runner_routing still covers the security side.

Summary
This extends the runner rule from GitHub App keys to every secret. It follows #27540, #27557, #27622 and #27631, which built on #27022 by @teamleaderleo.
32 jobs read a secret (R2, Vercel, Cloudflare, Stack server keys, Sentry,
GHOSTTY_RELEASE_TOKEN, the dogfood login,CLAUDE_CODE_OAUTH_TOKEN) while a repository variable could point their runner at a reused machine.Moved to the bounded
LINUX_RUNNERselector from #27631. A 4 vCPU stall still moves these jobs, and the fork branches do not change:ci-artifact-canary.ymlcanarycloud-capture-provision.ymlprovisioncloud-vm-canary.ymlcanarycloud-vm-dogfood.ymljourneycloud-vm-env-audit.ymlauditcloud-vm-image-contract.ymlpromotecloud-vm-image-reachability.ymlreachablecloud-vm-migrate.ymlmigrate-staging, migrate-productioncloud-vm-smoke.ymlsmokecmux-tui-artifacts.ymlpublishdocs-deploy-reusable.ymldeploy (called bydocs-channels.ymlnightly and release)dogfood-artifact-publish.ymlpublishfleet-artifact-cdn.ymldeployios-e2e.ymlbackendiroh-v2.ymldeploy-developmentpresence.ymldeployr2-binaries-prune.ymlpruner2-cache-prune.ymlpruner2-storage-census.ymlbinaries, cef, ci-cachesdk-bootstrap-crates.ymlpublish-sdk, publish-sidebarupdate-homebrew.ymlupdate-caskvercel-auth-health.ymlcheckmacOS jobs moved to the literal label they fell back to:

The cost: ifMACOS_RUNNER_PRnames a Blacksmith label other thanblacksmith-6vcpu-macos-26, this row now seeds macOS 15, not that pool.ios-app-store.ymlupload-and-validate (the App Store Connect key): it keeps the capability map's answer only when that answer isblacksmith-6vcpu-macos-26, and otherwise takes that label. The map readsCMUX_CI_RUNNER_OVERRIDES, which may name any machine. The first review found this, after my description had wrongly called it safe. The cost: the hosted fleet override (CMUX_CI_RUNNER_FLEET=hosted) no longer moves this job to GitHub-hostedmacos-26, so in a Blacksmith macOS outage it waits.Today every variable named above holds the Blacksmith label that these jobs now name, so no job moves now.
One consequence. No signing job on
mainreadsMACOS_RUNNER_15any more;iroh-release-gate.ymlsimulator-e2e did before. Sosigning_runner_variables.pyno longer derives it, and in a Blacksmith outage the overflow switch now fails it over to the owned std pool, as it doesMACOS_RUNNER_PR. The tests anddocs/ci-runners.mddescribe this. Not every job that follows it is secret-free, because the variable is repository-wide:feat-cmux-next, the push runs ofci-macos.yml macos-compile-admissionreadMACOS_RUNNER_15and hold the CEF R2 keys. In an overflow, those runs land on an owned std Mac. That job's pull-request path can already use owned Macs.main,release.yml build-ghostty-cli-helperreadsMACOS_RUNNER_15. It holds no secret, but it hasid-token/attestations: write, and it needs macOS 15. In an overflow, it would land on an owned std Mac, or fail.feat-cmux-next.The test.

These take a picker's output, and each picker names only Blacksmith or hosted labels. I checked each picker:
nightly.ymlgenerate-nightly-deltas and build-sign-notarize-nightly:classic_nightly_build_runner.py;cmux-next-dev-daily.ymltip-deltas: the same picker.Open: these hold a secret on an owned Mac by design.
