ci(nightly-next): the rolling rule starts at most one build per window, the newest tip - #27248
The rolling rule from #27179 promotes beside a running build once the oldest waiting landing is 10 minutes old. That age is measured from landing. When the cmux-tui tree stalls promotion (no waiting commit has a published tree for 20+ minutes), every landing is already past the window by the time its tree publishes, so each tick promotes again:
promote 68e51e8, beside 185716e's build started 2 min before
40817979989
04:29:13
"nothing is building", 4 s after the promotion that moved nightly-next, before its run existed; promote 913e937
40818228571
04:31:41
promote again, "83871c91 has waited 17 min"
At 05:14Z five nightly-next builds were in flight: 40817728360, 40818080811, 40818586159, 40819439227 and 40821132202. They queued 3-5 min on Blacksmith macOS; one build ran 18 min on a cold mini and one picker job took 4.9 min. Only the newest build's publication matters, and publication refuses a build no newer than the feed.
What changes
scripts/ci/nightly_next_rolling.py:
One start per window. While builds run, a new build starts only once the newest start is also a window old. A start is a nightly-next push run, or a promotion created in the last 2 minutes (its run may not be listed yet). The request still walks from the tip, so the one start is always the newest buildable commit. Older waiting tips are never built separately.
Race guard. A promotion created in the last 2 minutes counts as building whatever its status reads, so "nothing is building" can no longer be read in the gap between the branch move and the push run.
One listing. The script reads nightly-next's recent push runs once (event=push, 20 runs), and takes the head's runs and the newest start from that listing.
Unchanged:
nothing building → promote at once;
a dispatch for one commit (a person, or the feed watch's starvation guard) skips the rule;
once the newest start is a window old, the newest tip starts beside it;
another commit's newer start still counts;
a promotion seconds old counts before its run exists;
with nothing building and no recent start it promotes at once;
a replay of the 04:25-04:36 ticks against the runs that existed then gives exactly one start (04:25:35) and the next at 04:36:20, where before it gave 04:25, 04:28 and 04:29;
evaluate reads one listing.
All 7 fail on main (6 errors, 1 failure) and pass here. The 21 existing cases pass after aligning the fake's run to the head commit (the old code filtered by head_sha in the API call; the fake ignored that filter). test_nightly_next_feed_watch.py, test_nightly_delivery_concurrency.py and test_ci_nightly_off_blacksmith.py pass.

Risk: a newer tip can wait up to one window (10 min) behind the newest start instead of starting at once. That is the intended trade: one build of the newest tip, not one per tree publication.

Summary by cubic
The nightly-next rolling rule now starts at most one build per 10-minute window, and that build is always the newest tip, so a tree stall no longer triggers a burst of parallel builds.
Previously, the rule only required the oldest waiting landing to be a window old. After a cmux-tui tree stall, every landing was already past the window, so each tick promoted again (three starts in four minutes and five builds in flight at once). Now the newest build start must also be a window old. A start is a nightly-next push run, or a promotion created in the last 2 minutes whose run may not be listed yet; a still-running promotion counts as a start for the full window, and a read failure after the run listing waits rather than promoting beside a young start.
Nothing is cancelled; if nothing is building and no start is recent, it still promotes at once, and single-commit dispatches skip the rule.
Reads nightly-next runs in one listing instead of two calls.
Adds 9 test cases, including a replay of the 04:25 burst that now yields one start.
Written for commit 71691b9. Summary will update on new commits.
Summary by CodeRabbit
Bug Fixes
Nightly build promotions now account for recent build starts and promotions, including promotions whose associated build run has not appeared yet.
Builds wait when the newest start is within the configured interval; once it has passed, the existing waiting-commit age check determines whether to promote.
If a later status check fails while a recent start is known, the build waits rather than promoting.
…w, the newest tip
After a cmux-tui tree stall every waiting landing was already past the
window, so each tick promoted again: 2026-10-29 04:25-04:30 started three
builds in four minutes and five nightly-next builds ran at once on contended
runners. A new build now also needs the newest start to be a window old
(nightly-next push runs, or a promotion created in the last 2 minutes, whose
run may not be listed yet). The request still walks from the tip, so the one
start is the newest buildable commit. Nothing is cancelled.

The nightly-next rolling rule now considers recent push-run and promotion starts when deciding whether to promote a landing. Evaluation retrieves up to 20 recent push runs and filters for the current head locally.

Summary
Build-start detection and promotion decisions scripts/ci/nightly_next_rolling.py, tests/test_nightly_next_rolling.py
The rule considers the newest valid push-run start and qualifying recent promotion. It waits when that start is younger than the configured window. Tests cover start ages, promotions, read failures, and promotion decisions.
Run discovery and evaluation coverage scripts/ci/nightly_next_rolling.py, tests/test_nightly_next_rolling.py
Evaluation retrieves up to 20 recent nightly-next push runs and filters for the current head locally. Tests cover the run-list query, the default run fixture, and a replay of six evaluation ticks.
manaflow-ai/cmux#27179 — Introduced the rolling rule whose decision logic this PR updates.
manaflow-ai/cmux#25195 — Changed the nightly-next tick’s push-run data reads; this PR also uses a recent push-run listing and filters it locally.
manaflow-ai/cmux#26592 — Made the nightly-next tick an automatic promotion path that uses the rolling rule.
Merge Risk: Low · up to 71691
The new rule limits nightly-next to one build start per window, and its main path matches the intended behavior. A few narrow timing gaps remain. A run created during a tick, or a just-requested promotion whose promotion listing fails to load, can still allow an extra build. A build that has already finished can briefly delay a promotion. These cases are infrequent and cost CI capacity or a few minutes, so the change is mergeable with follow-up.

Full details: Cmux No Hacky Sleeps
Explanation
The production runtime adds a fixed two-minute wall-clock race guard. PROMOTION_RACE_MINUTES = 2.0 and youngest_start() use a promotion's created_at alone, including completed promotions and promotions whose push run is not listed (scripts/ci/nightly_next_rolling.py:68-95). This masks the promotion-to-push-run visibility race instead of using an owner-provided readiness signal. The new test explicitly validates this behavior.
Resolution
Remove PROMOTION_RACE_MINUTES and the created_at-only promotion heuristic. Use an authoritative owner signal, such as a created push-run ID or durable branch-update/start marker, and gate the rolling decision on that state transition. Do not infer readiness from elapsed wall-clock time.

scripts/ci/nightly_next_rolling.py:115-117 🎯 Functional Correctness | 🟡 Minor | 💤 Low value
Don't let a completed push run defer an immediate quiet-branch promotion.
youngest_start() counts every nightly-next push run, whatever its status, as a build start. When the newest one is under two minutes old, decide() sets building and returns "wait" even if that run has completed and nothing is building. The decision then reports "a build started N s ago" for a build that is not running. The landing waits until a later tick, which can add about two minutes plus the next five-minute cron tick.
Consider filtering completed runs out of the two-minute quiet-branch check. Keep the window check unchanged, because it intentionally counts completed starts. This change is not verified against the tests, so no diff is proposed.

Add an evaluate-level test for a newer start on another commit.
evaluate passes starts=recent to decide, so the cross-commit start rule is wired through a listing that can include other commits. The suite tests that rule only at the decide boundary. Every evaluate test uses a listing whose runs all share HEAD. If evaluate passed starts=head_runs, those tests would still pass. The current code passes starts=recent, so this test guards against a future change to that wiring.

Review of 225721e: a promotion still running past the 2-minute race window
dropped out of the start age while it still counted as building, so an old
landing promoted a second build; and a jobs or promotion read that failed
after the push-run listing promoted although that listing showed a young
start. A running promotion now counts as a start for PROMOTION_MINUTES, and
any read failure after the listing waits while the newest start is inside
the window.

Clamp future-dated start times to zero in youngest_start.
youngest_start drops push runs whose created_at is later than the tick's now. A run created during the tick is then ignored by the start-window guard, so the tick can promote a second build inside the window. Clamp negative ages to zero instead of dropping them.

Count a recent promotion as a start in the failed-read guard.
When the promotions read fails, the except guard in evaluate checks since_start. That value is computed from push runs only. A promotion that is still inside the race window, with no push run listed yet, is not counted. The function then returns True, and the tick can request another promotion inside the same window. The PR description and commit message say that a read failure after the push-run listing should wait when the newest start is inside the window. A promotion counts as a start under that rule.
A safe localized fix is not available. When the promotions read fails, the promotion data is unavailable, so the guard cannot tell whether such a promotion exists. Covering this case requires waiting on a failed promotions read while a landing is waiting. That changes the documented policy that other failed reads promote. The author should decide that policy. The new test test_a_failed_read_after_a_young_start_waits also covers only push-run starts and should cover the promotion-only case once the policy is set.

Review comment at @scripts/ci/nightly_next_rolling.py at line 230:
Decide and document the policy for a failed promotions read while a landing is
waiting, then update the exception guard in evaluate to follow it. If the policy
is to wait, prevent another promotion during the race window and extend
test_a_failed_read_after_a_young_start_waits to cover a recent promotion with no
listed push run.

Leo, 01:25Z: "and where are the nightlies!?"
What broke
The rolling rule from #27179 promotes beside a running build once the oldest waiting landing is 10 minutes old. That age is measured from landing. When the cmux-tui tree stalls promotion (no waiting commit has a published tree for 20+ minutes), every landing is already past the window by the time its tree publishes, so each tick promotes again:
At 05:14Z five nightly-next builds were in flight: 40817728360, 40818080811, 40818586159, 40819439227 and 40821132202. They queued 3-5 min on Blacksmith macOS; one build ran 18 min on a cold mini and one picker job took 4.9 min. Only the newest build's publication matters, and publication refuses a build no newer than the feed.

Land-to-publish will be measured from the next 10 runs after merge, with the same harness as the table in #27179.
No new timer or loop.
Risk: a newer tip can wait up to one window (10 min) behind the newest start instead of starting at once. That is the intended trade: one build of the newest tip, not one per tree publication.
