This is PR 2 of 2. It is stacked on PR #24349 (the Chief front page), so this branch includes that PR's two commits until it lands; then base gets merged in here. • CmuxNextImportCards no longer depends on CmuxNextAgentPane. This PR does not hand-edit ci-target-graph.json; the PR autofix regenerates it.

• Green: at the head with ImportSuggestionRemovedTests, ImportCardDeckTests, ImportSuggestionsCenterClassicTests and ClassicMigrationTests. The result is posted as a comment on this PR.

This is a re-review of the rewritten stack, on top of A's new head 90be08e. This head differs from the earlier one (31ed670) only in the two blockers, and both are fixed:

• ClassicMigrationTests.swift:231 now calls center.list().
• ImportSuggestionRemovedTests.swift:53-54 passes importClassic: { _ in nil }.

No source, xcstrings or webviews line changed.

The removal is right and in scope. New Tab import cards are gone end to end:

• Swift: AgentPaneImportCards, AgentPaneRequest.importCard, the importCards.act op and its decoding, the bridge and page-host push, and the center's follow() and onAction wiring.
• Webviews: NewTabImportCards.tsx, importCards.ts, applyImportCards, the pageHost.ts case and the dev-host op.
• UI pieces: the layout prop, the data-layout="row" CSS and the gallery allowlist entry.

A sweep of Packages, webviews (src and test), scripts, docs, tests, ci and .github finds no caller of any symbol this head or A removes or renames. Package.swift drops CmuxNextAgentPane from CmuxNextImportCards, and no file in that target imports it. ImportSuggestions.xcstrings is valid JSON and loses exactly importSuggestions.list.title, which nothing else names.

Deck behaviour: ImportCardDeck.cards() is exactly the old cards(for: .settings, now:). Every deleted branch was guarded by surface != .settings: the done-linger skip, the zero-opened classic skip, the dismissed/not-ready/nothing-new skip and prefix(limit). In addition:

• The classic "Import Again" rule reduces to finding != nil.
• Not Now is still withheld only for .inUse, and dismissed cards keep Show Again.
• Requests lead and job order is unchanged. The title is settingsTitle.

settingsJSON and import.list keep the same output. The rewritten ImportCardDeckTests still assert real rules and should pass:

• a dismissal sticks until a new profile appears;
• a classic re-run is offered only while a saved session exists;
• a finished job dedupes its finding's card.

import.open, the dialogs and the jobs are untouched.

Test targets:

• theNewTabHasNoImportCards uses AgentPageOps.namespace / .all (public) and AgentPaneRequest.init(body:) (public). AgentPaneRequest is Equatable with .unsupported(String).
• At the test-first commit 4bea78b, the test compiles against A's source and fails on its assertion.
