Incident

Release v0.65.2 (run 38621170537, attempt 5) was published with 0 assets. The 12 assets were uploaded to draft release 414419116, and a different release, 414419301, was published. (Both show the same created_at because GitHub reports the tag commit date there, not the object creation time.)

Root cause

From the attempt 5 job log:

  1. Upload release asset: publish-release-assets.py found no release for the tag and staged draft 414419116, then uploaded all 12 assets to it.
  2. Clear prerelease on staged drafts: cleared prerelease on draft 414419116.
  3. Publish verified release (softprops/action-gh-release v3.0.0): its lookup is getReleaseByTag, which returns 404 for drafts. It logged Creating new GitHub release for tag v0.65.2, created 414419301, logged Release 414419301 is not yet discoverable by tag v0.65.2, retrying, and then published 414419301 with 0 assets.

So the publish step used a tag-name lookup that cannot see the staged draft. That lookup always creates a second release object, and which object gets published depends on list-endpoint consistency. Attempts 1 to 4 never reached the upload steps, so a stale draft from an earlier run did not cause this.

Fix

  • scripts/ci/publish-release-assets.py: when the tag lookup returns 404, the script lists drafts (now paginated). If more than one staged draft exists for the tag, it refuses before uploading anything and prints the ids. A new --github-output flag reports release_id and asset_count.
  • .github/workflows/release.yml: the softprops step and the separate clear-prerelease step are replaced by one Publish verified release step that:
    • refuses when any other release object exists for the tag;
    • checks that the staged release id has the expected tag and has exactly asset_count assets, all uploaded;
    • generates the release notes, clears prerelease, then publishes by id (PATCH releases/$RELEASE_ID draft=false make_latest=...);
    • checks that releases/tags/$TAG now resolves to that same id, is not a draft, and has the expected asset count. If any check fails, the step fails loudly before the R2 appcast upload.
  • The existing workflow-text tests were changed to match the new step shape. One existing case changed: a rerun with two drafts for one tag used to adopt the lowest id and now refuses. No new test files.

Not changed: nightly.yml still uses softprops, but only on already-published channel releases, which the tag lookup does find.

Verification: actionlint passes on release.yml. Per the no-tests-on-laptop rule, the Python tests (tests/test_github_release_publication.py, tests/test_ci_release_per_arch_stable.py) were not run locally. They run in CI (ci-guards, r2-upload-tests).

Do not merge: Lawrence approval required for main merges.

Summary by cubic

Fixes the v0.65.2 0-asset publish incident: the publish step looked up releases by tag, which 404s for drafts, so it created and published a second, empty release while the 12 assets sat on the staged draft. Publishing now targets the staged release by id.

  • publish-release-assets.py refuses to upload when more than one release object exists for a tag, draft or published, and reports the staged release_id and asset_count via --github-output.
  • release.yml publishes that exact release id, refuses any other release object for the tag, and verifies the published release by tag carries every expected asset, retrying the tag read a few times to ride out read-after-write lag.

Written for commit fddb778. Summary will update on new commits.

Summary by CodeRabbit

  • Chores
    • Release publishing now finalizes the specific staged release after confirming its tag and expected assets are correct.
    • Reruns can continue using an existing staged draft. Publishing stops if multiple releases match the tag, or if the staged release or its assets fail validation.
    • After publishing, the release is verified against the staged release and expected assets. Tag lookup is retried if the published release is not immediately available.

v0.65.2 was published with 0 assets: softprops/action-gh-release looked the
release up by tag, which 404s for drafts, so it created a second release
(414419301) and published that while the 12 assets sat on the staged draft
(414419116).

- publish-release-assets.py refuses when more than one staged draft exists
for the tag, before any upload, and reports release_id and asset_count.
- release.yml publishes that exact release id with gh api, refuses any other
release object for the tag, and verifies the published release by tag is the
staged id with every expected asset uploaded.

📝 Walkthrough

The release workflow records the staged release ID and planned asset count, then publishes and verifies that specific release. The asset publisher searches all release pages when it needs to find an existing release.

Changes: Release publication

Layer / File(s) Summary
Select staged release and report upload details
scripts/ci/publish-release-assets.py, tests/test_github_release_publication.py
The publisher searches all release pages for matching releases, adopts a sole match, and fails if multiple matches exist. It can write the selected release ID and planned asset count to GITHUB_OUTPUT.
Publish and verify the staged release
.github/workflows/release.yml, tests/test_github_release_publication.py, tests/test_ci_release_per_arch_stable.py
The workflow passes upload outputs to finalization. Finalization validates and publishes the staged release when it is a draft, then verifies the published release and expected assets.

Written by scripts/ci/classify_failures.py (ci-failure-attribution.yml); signatures are its SIGNATURES table. A machine verdict is the runner's fault, not this PR's; yours means the failing file is one this PR changes, also red on main that main's latest full suite fails the same way, seen on other PRs that it failed on another pull request's run lately.

CI fast guards failed on fddb778663 (https://github.com/manaflow-ai/cmux/actions/runs/38845077845). It does not block the merge; a red guard merged into main breaks it for every open PR.
The log named no failed step; see the run.

Agents: python3 scripts/ci/guard_attribution.py fix applies the mechanical fixes locally. This comment is updated in place on each push.

# The tags endpoint 404s for drafts. Staging a second draft on a rerun
# left two full asset sets: the publish action finalizes the lowest id
# while R2 gets this attempt's appcast, signed for DMGs never published.

Add a test for the duplicate-draft refusal path.

The new RuntimeError branch in release_id has no test. The change also has no test for multi-page listing in releases(). Add one test where the listing returns two drafts for the same tag. Assert that release_id raises and never sends a POST.

…he post-publish read

Review follow-up: a rerun on a published 0-asset release plus a stale draft
uploaded to the published one and only failed at publish. Refuse any second
release object (draft or published) before any upload. Retry the tag read
after publish so read-after-write lag does not fail a correct publish.

Correctness review (subagent) and resolution

Result: no blockers. Two should-fix findings are fixed in 2nd commit on this branch.

# Severity Finding Resolution
1 should-fix publish-release-assets.py listed drafts only when the tag lookup returned 404. A rerun on the v0.65.2 state (a published 0-asset release plus a 12-asset draft) uploaded to the published release, failed only at the publish step, and a second rerun then skipped the R2 appcast upload. Fixed. release_id() now lists every release for the tag on each run and refuses before any upload when more than one release object (draft or published) exists.
2 should-fix The tag read after the publish PATCH runs once. A transient failure or read-after-write lag fails the job after the release is already public, before the R2 step, and gives no ::error:: line. Fixed. The tag read is retried 3 times (bounded, 10 s apart). Both reads print a ::error:: line on failure. A wrong id or asset count still fails at once.
3 follow-up The guard step also uses getReleaseByTag, which cannot see drafts. A failure between upload and publish leads to a rebuild with new DMG bytes, and the immutable-asset check then refuses. Not in this PR: separate rerun-recovery issue.
4 follow-up nightly.yml still runs softprops after the shared publisher. If a channel release does not exist yet, the same duplicate-release bug can occur. Not in this PR: the existing channel releases are already published, and the tag lookup finds them.
5 nit No test covers the new refusal. Not added. The team rule is behavior tests only, no new unit tests.

The reviewer also checked: the -F/-f typing (JSON booleans; make_latest as a string), the PATCH order, generate-notes, bash 3.2 compatibility, pagination, and that asset_count (12) equals the remote count. The edited text tests still match the new workflow, and no other reference to the removed steps exists.

actionlint passes on release.yml. The Python tests were not run locally (no-tests-on-laptop rule). CI runs them.

Do not merge: Lawrence approval required for main merges.

Finalize an already-published staged release

A rerun can select an existing published prerelease for the tag. The else branch skips both prerelease=false and make_latest="$MAKE_LATEST", so the release remains a prerelease and may not become the latest release. Apply the metadata updates to the already-published branch.

Review comment at @.github/workflows/release.yml around lines 940 - 965:
Update the already-published branch in the release finalization flow to clear
the release’s prerelease status and apply MAKE_LATEST, matching the metadata
updates performed when publishing a draft. Keep the existing release message and
subsequent verification flow intact.

… by id (stacked on #21137) (#21140)

* release: publish the staged release by id and refuse duplicate drafts

v0.65.2 was published with 0 assets: softprops/action-gh-release looked the
release up by tag, which 404s for drafts, so it created a second release
(414419301) and published that while the 12 assets sat on the staged draft
(414419116).

- publish-release-assets.py refuses when more than one staged draft exists
for the tag, before any upload, and reports release_id and asset_count.
- release.yml publishes that exact release id with gh api, refuses any other
release object for the tag, and verifies the published release by tag is the
staged id with every expected asset uploaded.

* release: refuse any second release for the tag before upload; retry the post-publish read

Review follow-up: a rerun on a published 0-asset release plus a stale draft
uploaded to the published one and only failed at publish. Refuse any second
release object (draft or published) before any upload. Retry the tag read
after publish so read-after-write lag does not fail a correct publish.

* release, nightly: resume a complete staged release; nightly publishes by id

Follow-up to #21137 (stacked on it).

- release.yml guard lists drafts too, refuses duplicate release objects, and
when the existing release already holds every immutable asset it skips the
rebuild and resumes: download the staged appcasts, publish by id, upload R2.
Before, a failure between upload and publish could not be recovered.
- New scripts/ci/finalize-release.py publishes a release by id and verifies it;
Publish verified release uses it with the upload step's id and count.
- nightly.yml: both release metadata steps publish the staged channel release
by id instead of softprops/action-gh-release tag lookup, which can create a
second release and publish it with 0 assets.
- r2-upload-tests runs a load check of the new script.

* release: resume only a staged draft, exact asset count on resume

Review follow-up: a rerun of a published release stays a no-op so a demoted
release is never republished; the resumed draft must have exactly the asset
count the guard saw, all uploaded.
