What broke

Release run 38621170537 (v0.65.2) uploaded and verified all 12 assets on draft release 414419116. The next step, softprops/action-gh-release, logged Creating new GitHub release for tag v0.65.2... and published a new release, 414419301, with no assets. From 00:55Z to 02:15Z on 2026-10-16, releases/latest/download/cmux-macos.dmg and appcast.xml returned 404: new users could not download cmux, and installs got no update. The cmux-watch P1 caught it. Someone uploaded the assets by hand at 02:15Z.

Fix

  • scripts/ci/publish-release-assets.py writes release_id to $GITHUB_OUTPUT (this is the release that got the assets).
  • Publish verified release no longer uses softprops. It checks that the DMGs, appcasts and remote manifest are on that release id, and fails if one is missing. Then it publishes that id through the API, with make_latest from the existing decide step. It generates release notes only when the body is empty, so a rerun keeps edited notes.
  • The two existing workflow-text tests now pin the new step.

On a rerun after publish, release_id() gets the published release from the tags endpoint, so the PATCH does nothing.

Verification: actionlint passes, and py_compile passes. CI runs the release publication tests. I did not run tests on the laptop.

Lawrence must approve this merge to main.

Summary by cubic

Fixes the release pipeline publishing an empty release, which left stable downloads 404ing for about an hour on v0.65.2. The publish step now targets the exact release the assets were uploaded to and publishes it through the GitHub API instead of softprops/action-gh-release.

  • publish-release-assets.py now writes the release_id it uploaded to as a workflow output.
  • The publish step verifies the uploaded DMGs, appcasts, and remote manifest are on that release id, and fails if any are missing.
  • Release notes are only generated when the body is empty, so reruns preserve edited notes.

Written for commit 7dbe2f3. Summary will update on new commits.

Summary by CodeRabbit

  • Release Publishing
    • Releases are published from the same draft used to upload assets, with publication blocked if required downloads or update files are missing.
    • Generated release notes are added only when the release description is empty.
    • Published releases have draft and prerelease status cleared, with the latest-release designation set.

softprops/action-gh-release looked v0.65.2 up by tag, missed the staged
draft and created and published a new empty release, so the stable DMG and
appcast returned 404 from 00:55Z to 02:15Z. publish-release-assets.py now
outputs the release id, and the publish step checks the required assets on
that id and publishes it with the GitHub API.

📝 Walkthrough

The release workflow now publishes the release identified by the asset-upload step. It checks for the required assets, preserves an existing release body, and sets the release's publication status and make_latest value.

Changes: Release publication

Layer / File(s) Summary
Expose the uploaded release ID
.github/workflows/release.yml, scripts/ci/publish-release-assets.py
The asset publisher writes its selected release ID to GITHUB_OUTPUT. The workflow assigns an ID to the upload step so the publication step can read that output.
Validate and publish the release
.github/workflows/release.yml, tests/test_ci_release_per_arch_stable.py, tests/test_github_release_publication.py
The workflow checks the release ID and required assets, preserves an existing body or generates notes if the body is empty, and updates the release's draft, prerelease, and make_latest values. Tests check the publication steps and the MAKE_LATEST assignment.

Probably yours: Fast static checks failed: a static check failed, FAILED feature-flags (1.67s).

Not re-run automatically: Fast static checks is not a machine failure.

Written by scripts/ci/classify_failures.py (ci-failure-attribution.yml); signatures are its SIGNATURES table. A machine verdict is the runner's fault, not this PR's; yours means the failing file is one this PR changes, also red on main that main's latest full suite fails the same way, seen on other PRs that it failed on another pull request's run lately.

CI fast guards failed on 7dbe2f33fc (https://github.com/manaflow-ai/cmux/actions/runs/38844909556). It does not block the merge; a red guard merged into main breaks it for every open PR.
The log named no failed step; see the run.

Agents: python3 scripts/ci/guard_attribution.py fix applies the mechanical fixes locally. This comment is updated in place on each push.

Correctness review (subagent): no blocking issues. Paths checked: first run, rerun with a draft, rerun after publish (guard skips), rerun on an empty published release (assets go to it, PATCH has no effect), and backport (make_latest=false). The PATCH is valid. MAKE_LATEST cannot be empty. Release notes match the softprops output. Nothing that matters is lost from softprops. Both tests match the new text. No injection problem.
Resolved: L1, the asset check now counts only assets with state=uploaded. The two stale comments that described softprops are updated.
Not in this PR: L2, the draft lookup in publish-release-assets.py reads only the first 100 releases. That is existing code and the risk is low.
Left as is: orphan draft 414419116 (the assets of the v0.65.2 run). Lawrence decides if it is deleted.

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win

Limit the assertion to action usage.

The publication step includes a comment that names softprops/action-gh-release. This assertion therefore fails on the changed workflow. Check for a uses: entry instead of rejecting the string anywhere in step.

Superseded by #21140, which is on main. Main's 'Publish verified release' now publishes the staged release by id through scripts/ci/finalize-release.py and checks the exact uploaded asset names and count. That covers this PR's guard, so I close this PR instead of merging a conflicting duplicate.
