Cloud activation no longer depends on a local WireGuard hub being present or ready before it enables Cloud machine operations. The control-plane list/auth/team checks still gate activation; local carrier preparation runs in the background and is scoped to the authenticated account/team.
The shared hub lifecycle now fences preparation attempts, avoids self-cancellation during scoped startup, cancels readiness waits safely during activation cleanup, and retains a valid prewarm claim after automatic startup recovery is exhausted. Explicit restored-link demand can retry the stopped hub and still acquire a lease when the hub becomes available. Active link leases remain untouched by activation cleanup, and no WireGuard process is started for an absent hub until an explicit link needs one.
This is the residual activation/lifecycle fix for #16665. Stale enrollment refresh from #16669 remains unchanged and is not duplicated here.
