cmux-next: composer bar fits a narrow pane

In a narrow split pane (about 220pt wide) the composer bar's chips ran under the mic and Send: the model label and effort sat on top of the buttons. The bar now fits.

• The effort label ellipsizes like the model name instead of keeping its full width.
• Below a 320px composer (a container query on the composer box), the bar's gaps go from 8px to 4px and the context ring is left out.

Testing

CSS layout only, so there's no DOM test for it; captures of a narrow and a full-width pane on a fleet build are below. vp check and build-agent-pane-web.sh --check pass locally.
