ci: guard required checks against paths filters and workflow-wide write tokens - #17457
Conversation
…te tokens A workflow that produces a required check may not put paths or paths-ignore on its pull_request, pull_request_target or merge_group trigger (#17415 did that to backend-migrations.yml; #17432 reverted it). The required contexts come from scripts/ci/required_status_checks.py, which now mirrors the live `backend migrations applied` requirement. A workflow's top-level permissions may not grant a write scope (#17447, fixed in #17449). The 11 workflows that did now set `permissions: {}` and carry the same grants on each job, so no job's token changes. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
📝 WalkthroughWalkthroughWorkflow permissions are set to empty at workflow scope and granted to the jobs that need them. Required-check definitions and CI guards are updated, and backend migration jobs receive explicit timeouts. ChangesCI Workflow Controls
Priority: ➖ Normal Estimated code review effort: 3 (Moderate) | ~20 minutes Merge Risk: 🔵 Low · up to Nightly jobs retain some unnecessary token scopes. Narrowing them is worthwhile, but their effective access has not increased, so this is a bounded follow-up rather than a demonstrated blocker. Security Architecture ReviewSecurity architecture risk: 🟡 Moderate · up to Job-scoped permissions improve isolation without expanding the inspected jobs’ existing privileges. Existing low-severity excess-permission findings remain. The main unresolved design risk is interruption and recovery of database migrations under the new 30-minute deadlines; the implementation needed to establish safe recovery was unavailable. …migrations Web complexity, ci-status and web-validation left the main ruleset on purpose, so drop them from REQUIRED_CHECKS; the drift reconciliation now passes against the live API. The timeout guard reads that list instead of keeping its own copy, which puts backend-migrations.yml under it, so its four jobs get timeout-minutes (plan 10, apply jobs 30, gate 15). The merge-queue fixtures keep requiring Web complexity to exercise its dynamic-name routing. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…ut guard The timeout guard now checks the required checks plus an explicit ALWAYS_BOUNDED list of the contexts it covered before, so dropping them from the ruleset does not drop ci.yml and the web workflows from it. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

GitHub Actions official documentation reusable workflows GITHUB_TOKEN permissions caller called workflow can only reduce permissions job level

Yes. GitHub’s official documentation confirms:
- The **caller job** that invokes a reusable workflow can set `jobs.<job_id>.permissions`.
- The called workflow **cannot elevate** those `GITHUB_TOKEN` permissions; it can only downgrade them. In nested reusable workflows, permissions can stay the same or become more restrictive—not more permissive. ([docs.github.com](https://docs.github.com/en/actions/reference/workflows-and-actions/reusing-workflow-configurations?utm_source=openai))
- If the caller job omits `permissions`, the called workflow receives the applicable default `GITHUB_TOKEN` permissions. ([docs.github.com](https://docs.github.com/en/actions/reference/workflows-and-actions/reusing-workflow-configurations?utm_source=openai))
- GitHub also supports `permissions` at the workflow level and for individual jobs generally. ([docs.github.com](https://docs.github.com/en/actions/reference/workflows-and-actions/workflow-syntax?utm_source=openai))

Two fast guards for mistakes from today. Both run in the
cigroup of workflow-guard-tests in ci-guards.yml, next to the required-checks timeout guard.Required checks behind a paths filter (
tests/test_ci_required_checks_have_no_path_filters.py). #17415 put apaths:filter on backend-migrations.yml, which produces the requiredbackend migrations applied, so PRs that didn't touch the backend never got the check and couldn't merge (#17432 reverted it). The guard fails when a workflow producing a required check haspathsorpaths-ignoreon itspull_request,pull_request_targetormerge_grouptrigger. The required list comes fromscripts/ci/required_status_checks.py, and jobs are matched by name through the samecontext_of()the timeout guard uses. A required name that matches no job fails too.REQUIRED_CHECKSwas out of date. The ruleset now requires onlyCLA Assistant,CLA policy guardandbackend migrations applied. Leo removedWeb complexity,ci-statusandweb-validationon purpose, so the list now matches the ruleset, andrequired_status_checks.pyagainst the live API passes (it was red on main).test_ci_required_checks_are_bounded.pynow reads that list instead of keeping its own copy. That puts backend-migrations.yml under the timeout guard, so its jobs now have timeouts. The plan job gets 10 minutes (51s max over the last 83 runs). Both apply jobs get 30, generous because they run real migrations. The gate gets 15 (8s max without migrations). The runs-on lines are unchanged. The timeout guard also keeps an explicitALWAYS_BOUNDEDlist (ci-status,web-validation,Web complexity), because a hung job wastes runners whether or not its check is required. So ci.yml and the web workflows are still checked. In a scratch copy, removingtimeout-minutesfrom ci.yml'schangesjob fails the guard. The merge-queue fixtures still requireWeb complexity, so its dynamic-name routing stays tested.Workflow-wide write tokens (
tests/test_ci_workflow_permissions_are_job_scoped.py). #17447 shipped ci-hosted-queue-rescue.yml with a workflow-levelactions: write, and #17449 moved it to the one job. The guard fails when a workflow's top-levelpermissionsgrants anywritescope orwrite-all. There is an allowlist, and it is empty.11 workflows broke this rule on main: auto-triage, ci-health-report, ci-queue-janitor, ci-stale-run-janitor, feature-flag-review-drift, nightly-tag-permission-probe, nightly, release, repair-v0-64-25-helper-rpaths, tmux-corpus and triage-radar. Each now has
permissions: {}at the top, and every job that inherited the old block declares the same block itself. Jobs that already had their own permissions are unchanged. I checked with a YAML diff that each job's effective permissions and all other keys are identical before and after. nightly and release jobs keep their broad grants as they were, and narrowing them is a separate change. test_ci_health_report.py and test_ci_queue_janitor.py matched the old top-level text, so they now check the job-level block pluspermissions: {}.Proof
