Compact pane tab bar actions by tab kind - #17360
Conversation
Without surfaceTabBarButtons / ui.surfaceTabBar.buttons, the pane tab bar shows at most three buttons instead of the four defaults: - "+": click opens a new agent chat (a new terminal when agent chat is off); right-click or press-and-hold lists Agent Chat, Terminal and Browser with their shortcuts. - Split: click splits right, Option-click splits down, right-click or hold lists both. - "...": lists Files, Open Folder and New Window. Agent chat panes drop the split button and list the splits under "...". Every row runs the same entrypoint as its shortcut and command palette entry. A user button list keeps working exactly as before. Needs the bonsplit feat-split-button-menus branch (menuBehavior, alternateAction, offersNewTerminal, per-pane setSplitButtons and the menu delegate callback) merged to bonsplit main and the vendor/bonsplit pointer bumped before this compiles. Move pane policy onto Workspace.
CompactSurfaceTabBarCluster violates the no-ambient-global-state rule because it exposes pane-specific button and menu policy through static methods. Make those methods Workspace instance methods and update the call sites. Keep static identifier constants if useful. An immutable snapshot migration is not required to satisfy the rule.

The pane tab bar's trailing actions now show at most three buttons when
cmux.jsonsets nosurfaceTabBarButtons/ui.surfaceTabBar.buttons, picked by the selected tab's kind:+, More+, Split, More+, Split, More+: click opens a terminal tab in that pane, as Cmd-T does, so the everyday click is unchanged. Right-click or press-and-hold lists Agent Chat (first, opening as a tab in that pane), Terminal and Browser, each only when available. The agent chat default for+is a cmux-next decision (cmux-next: tab strip shows both splits and compacts only past four buttons #17346) and does not apply to classic. This is the classic version of #17346 (cmux-next).
