Run slow source-lint guards in parallel

Summary

Split the two independent slow scans in workflow-guard-source-lints into a two-way matrix:

• sidebar-layout: sidebar lazy-layout policy;
• dispatch-ownership: stored DispatchWorkItem ownership, including its Bonsplit fixture.

Bonsplit initialization is scoped only to the group that needs it. The reusable workflow keeps the same job ID, so guard-status still receives one fail-closed aggregate.

Measured motivation from #13431's CI run:

• source-lints job: ~109s;
• sidebar lazy-layout: ~63s;
• stored DispatchWorkItem ownership: ~21s;
• setup/checkout made up the rest.
