Run slow CLI guard contracts in parallel

Summary

Split the two independent slow checks in workflow-guard-cli-scripts into a two-way matrix:

• tui-resolution: cmux-tui client commit-resolution contract;
• profiling: profiling support-script contract.

The reusable workflow keeps the same workflow-guard-cli-scripts job ID, so guard-status still gets one fail-closed aggregate result.

Measured motivation from #13431's CI run:

• CLI guard total: ~117s;
• cmux-tui commit resolution: ~60s;
• profiling scripts: ~34s;
• setup/checkout made up the rest.

Those two long checks have no dependency on each other, so serializing them only stretches wall time.
