ci: skip blocked internal TestFlight polls - #13062

Sixteen scheduled ios-testflight runs were alive at once on 2026-09-19, each re-listing the runs ahead of it every minute. That is about 136 API calls a minute against the repository's 1,000-request hourly GITHUB_TOKEN budget, and every workflow that calls the API failed with it (CLA policy guard, CLA Assistant, setup-bun). Pin the intended behaviour: the 20-minute internal poll leaves when an earlier run has not finished uploading or ordering cannot be checked; manual dispatches and the DEMO schedule still wait. The decide job made every run wait up to five hours for all earlier runs, listing each of them once a minute. With the upload job stuck behind a macOS runner queue, three new polls an hour piled up, and N waiting polls cost about N*N/2 API calls a minute: sixteen spent roughly 8,000 requests an hour of the repository's 1,000-request GITHUB_TOKEN budget, and every workflow that calls the API failed with it, including the required CLA policy guard. The 20-minute internal poll is idempotent, so it now reports should_build=false and exits when an earlier run has not finished uploading or ordering cannot be checked. The next poll builds whatever main is by then. Manual dispatches and the DEMO schedule keep waiting, so no requested build is dropped and upload order stays monotonic. The skip notice is an annotation on a public run page. Report that ordering could not be checked and leave the API's own message to core.debug, which only prints with debug logging on. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>

Summary
Internal TestFlight polls currently wait up to five hours for earlier uploads, and every waiting poll re-checks the workflow queue once a minute. When an upload is delayed, this creates a growing number of API requests and can exhaust the repository’s
GITHUB_TOKENrate limit. This change makes the 20-minute internal poll idempotent: if an earlier upload is still running or ordering cannot be inspected, the poll records
should_build=false, exits, and lets the next poll retry. Manual dispatches and the twice-daily DEMO schedule keep the existing wait behavior.A fixed concurrency group is intentionally not used because GitHub would cancel older pending runs, which could drop manual or DEMO uploads.
