Adds the 0.64.23 CHANGELOG entry and changelog-media highlights, bumps MARKETING_VERSION 0.64.22 -> 0.64.23 and CURRENT_PROJECT_VERSION 102 -> 103, and completes iOS catalog localization for the keys added since v0.64.22 (24 keys in ios/cmux, 5 in CmuxMobileShellUI, seven or eight locales each), removing four duplicated top-level keys that a merge had introduced.
