Rationale
The previous grouping mixed routine servicing updates with breaking major upgrades such as Npgsql 10 and Ruff 0.16. Separating majors makes CI results, review, rollback, and release notes more reliable.
For the container runtime, .NET 8 and .NET 9 both reach end of support on November 10, 2026, while .NET 10 LTS is supported through November 14, 2028. Moving this .NET 8 codebase to .NET 9 now would add migration risk without extending the support window; a future runtime migration should target .NET 10 LTS deliberately.
