Summary
Why
The first run of the policy from #90 produced overlapping PRs: #100 updates the API NuGet packages, while #103 updates the same API packages again from the test-project job. It also grouped substantial Python 0.x upgrades such as FastAPI 0.115 → 0.141 and Uvicorn 0.34 → 0.52 as routine maintenance.
This refinement keeps routine maintenance bounded and makes higher-risk changes independently reviewable.
