We didn't properly support array values inside access tokens, which need to be recursively encoded. This PR adds a test to reproduce the error (with agent dispatches, although I also verified it with encoded file outputs) and then fixes it.
I also added this test to the CI. The other tests all require a running livekit dev server but this one at least does not so its suitable for CI.
