Cache v0 signal path usage on SignalClient

In order for resumes to work correctly we need to know whether or not the initial connection was using the v0 signalling path or not.

this PR stores the latest value in SignalClient so that signal reconnects can use the same path.

this is a follow up bugfix for #1785
