Summary

  • Add src/providers/resolved-model-policy.ts: one immutable, recursively frozen static-policy resolution with explicit field-level precedence and provenance (operator / registry / hard-pin / provider-default / unknown).
  • Observed and discovered evidence never enters the frozen result; the separate call-local clampObservedModelLimits projection narrows discovered values against captured static caps and can never widen them.
  • Parity fixtures pin byte/behavior equivalence with the current merge outcomes for registry defaults, explicit per-model overrides, custom rows, unknown models, discovered hints, hard pins, aliases, and explicit false values.
  • No consumer is migrated in this layer; derive/router/catalog/adapter-resolution consumers move onto the resolver in the stacked child.

Part of #5114 — the stacked consumer-migration child completes the issue.

Field inventory (current merge sites and winners)

Static field Existing merge sites Current winner
adapter derive.ts:224; router.ts:373-376; adapter-resolve.ts:20-47 Registry adapter on matched routes; per-model wire selection later applies hard pin, valid operator override, registry default, provider fallback.
baseUrl derive.ts:225; router.ts:360-371 Fixed registry destination, except resolved operator URL for template/override-enabled entries.
apiKeyTransport derive.ts:226,495; routed provider spread Operator value; registry fills absence.

Config-only static fields with no registry merge duplicate—modelCapabilities, modelAutoCompactTokenLimits, modelSuppressSyntheticMax, modelReasoningSummaryDelivery, codexToolMode, and operator modelAdapters—are detached into the provider result but retain operator provenance.

Parity fixtures

The new fixture suite contains:

  1. Representative real-registry map output compared byte-for-byte with current routedProviderConfig.
  2. Literal registry-default projection.
  3. Per-model operator overrides with registry-only sibling preservation.
  4. Explicit false and empty-array preservation.
  5. Case-insensitive static-header override.
  6. Custom transport isolation and private-field exclusion.
  7. Unknown capability preservation.
  8. Call-local discovered context/input/output clamping compared with current catalog projection.
  9. Hard-pin precedence compared with current adapter resolution.
  10. Explicit wire override and provider-adapter opt-out.
  11. Explicit-null and registry alias provenance.
  12. Collision-aware alias parity with the current alias resolver.
  13. Recursive freeze and input-detachment checks.

Verification

Source-only checks passed for:

  • forbidden import directions;
  • one registration in each test-layout inventory;
  • required fixture coverage;
  • trailing whitespace;
  • structure-contract text;
  • the 400-line source threshold.

Tests, typecheck, builds, installs, runtime imports, generators, network writes, and git commands were not run, as required. Exact-head hosted CI remains the execution evidence.

Anchor drift and deviations

  • No material merge-rule anchor drift was found in the re-read source.
  • Test-layout insertion points moved from the draft’s approximate lines to layout.json:1165 and test-layout-expected.json:990.
  • I reviewed the other src/providers/ mapped structure owners (runtime.md, subagents.md, transports/inventory.md, and the provider-specific owner) and left them unchanged because P1a has no runtime consumer. The three requested contract-authority documents were updated.
  • No docs-site/ files changed because this layer is behavior-invisible.
  • No consumer migration or virtual-model transition code was added; both remain P1b scope.

Verification

  • Static: resolver imports no router/catalog/server/credential modules (import scan), both test-layout inventories registered, no ratchet-capped file touched, git diff --check clean.
  • NOT RUN locally (campaign restriction): tests, typecheck, builds.
  • Exact-head hosted CI is the required execution evidence, including the new parity suite at tests/providers/resolved-model-policy.test.ts.

Checklist

  • Scope stays focused and avoids unrelated cleanup.
  • Docs or release notes were updated when needed.
  • Security-sensitive changes were reviewed for secrets, auth, and unsafe defaults. The resolver is pure static metadata; no credential, account, or health state enters it.

Summary by CodeRabbit

  • New Features

    • Provider and model settings are now resolved consistently across configured overrides and available defaults.
    • Model capabilities, limits, routing, aliases, authentication modes, URLs, and custom adapter settings follow clear precedence rules.
    • Resolved policy data is protected from accidental modification, while observed limits can safely narrow applicable caps.
  • Documentation

    • Added guidance describing provider policy resolution, supported settings, precedence rules, and excluded sensitive or runtime state.

Introduce src/providers/resolved-model-policy.ts: one immutable,
recursively frozen resolution of static provider/model policy with
explicit field-level precedence and provenance, consumed by nothing yet.
Observed/discovered limits stay out of the frozen result and are applied
through the separate call-local clampObservedModelLimits projection.
Parity fixtures pin byte/behavior equivalence with the current merge
outcomes for registry defaults, explicit overrides, custom rows, unknown
models, discovered hints, hard pins, aliases, and explicit false values.
Consumer migration lands in the stacked child.

Part of #5114
Review fold on the resolver layer:

- Explicit modelCapabilities inputModalities now outranks the registry
modelInputModalities map, with operator-capability provenance, matching
  the catalog projection's current precedence.
- authMode no longer unconditionally prefers registry OAuth: the resolver
  accepts a caller-captured effective-auth authority (credential-free),
falling back to the current registry/operator chain when absent.
- The model identity contract is now explicit: resolution keys on the
final wire identity after alias and virtual-model rewriting, with
selected identity retained as diagnostic provenance. New parity
fixtures cover capability precedence, captured key override and
fallback, alias/virtual identities, and repeat-resolution equality.

Part of #5114
The captured-auth fixtures now compute the expected effective mode with
the existing routedProviderConfig authority for a usable literal key and
an unresolved key reference, then assert the resolver matches it. A
future migration capturing the wrong mode fails these fixtures; no
credential value enters the resolver input or result.

Inline comments:
In `@src/providers/resolved-model-policy.ts`:
- Line 98: Update clampObservedModelLimits so the resolved maxInputTokens is
bounded by contextWindow after both values are resolved. Preserve undefined
values, and apply Math.min only when both clampedMaxInputTokens and
contextWindow are defined.
- Line 338: Update the per-model max-output-token resolution around
modelMaxOutputTokens to use the exact model value first, then
providerPolicy.defaultMaxOutputTokens when no exact value exists. Apply the same
precedence to the associated provenance metadata, matching the
routedMaxOutputTokens behavior.
- Around line 178-184: The resolveModelPolicy flow must reject blank or
unresolved provider.baseUrl values when a matched entry has
allowBaseUrlOverride, rather than allowing resolvedBaseUrl to silently fall back
to entry.baseUrl. Update resolvedBaseUrl and its caller to preserve the existing
configuration error for override entries, while retaining unresolved fallback
behavior for template-only entries.
- Around line 245-261: Update the resolved policy merge using putScalar,
registryServiceTier, and the service-tier maps so key authentication resolving
to authorization_bearer or x_api_key applies entry.keyAuthServiceTier when
entry.allowKeyAuthOverride is true. Preserve explicit provider values, including
false, and fall back to the normal registry values when key-auth defaults are
absent; add coverage where OAuth and key-auth defaults differ.
- Around line 230-231: Update providerHeadersConfigError and the staticHeaders
handling used by resolveModelPolicy so credential-like custom header names,
including X-My-Token, are rejected or excluded from
ResolvedModelPolicy.provider.headers. Preserve arbitrary non-secret transport
headers, and keep authentication represented through apiKey or authMode rather
than resolved static headers.

In `@structure/config.md`:
- Around line 314-316: Update the documentation describing hard-cap merging to
state that the lower-positive-value rule applies only when resolveModelPolicy
receives providerName "openai-apikey" for modelContextWindows and
modelMaxInputTokens; clarify that other providers use mapFill semantics.
- Around line 316-317: Update resolvedBaseUrl to return both the selected URL
and its StaticPolicySource, marking provider.baseUrl selections as "operator"
and registry selections as "registry"; destructure these values at the call site
and pass the returned source to the baseUrl put call instead of deriving
provenance solely from entry existence.

In `@structure/providers-and-adapters.md`:
- Line 11: Update the documentation entry for resolveModelPolicy to describe
only the capability data it currently resolves: change “exact explicit
capabilities” to “exact explicit input-modality declarations.” Do not imply
support for contextTier or video.processing unless those fields are added to
ResolvedPerModelStaticPolicy with provenance.

Hosted CI caught a false positive: the frozen policy legitimately retains
the registry map's registry-only 90000 entry, so a global substring ban
can never pass (run 35445279670 shard 4). Replace it with a pre-clamp
deep snapshot equality check across both clamp calls, exact model cap
assertions, explicit retention of the registry-only entry, and absence
of observed fields on the model projection.

지금 dev 끝은 57b1df792ef7(docs: record contract gap analysis and delivery evidence, #5175)입니다.

Fold the adjudicated review findings into the resolver: direct-effort
stale-list repair, static-catalog liveModels authority, the ClinePass
reasoning ladder, Anthropic family context, the maxInput<=contextWindow
invariant, override-URL rejection semantics, captured key-auth
service-tier overlay, defaultMaxOutputTokens fallback, and operator /
registry baseUrl provenance now match the current route and catalog
authority, each with a parity fixture against the existing oracle. The
MiMo auth repair and header heuristics proposals were rejected by
review adjudication and are not implemented (effective auth stays
caller-captured; validation boundaries unchanged). The pure merge
helpers moved to resolved-model-policy-merge.ts for module discipline.

🗄️ Data Integrity & Integration | 🟠 Major | ⚡ Quick win

Include the key-auth service-tier overlay in model provenance.

The model value already uses registryServiceTierDefaults, so a model declared only in keyAuthDefaults?.modelSupportsServiceTier resolves correctly. Line 373 still passes registryServiceTier, which omits that overlay. The provider fallback also omits keyAuthDefaults?.supportsServiceTier, even though the provider value includes it at line 186. This produces "unknown" provenance for a resolved key-auth service-tier capability.

Suggested fix
  modelProvenance.supportsServiceTier = modelOrProviderSource(
    provider.modelSupportsServiceTier,
    registryServiceTierDefaults,
    provider.supportsServiceTier,
    keyAuthDefaults?.supportsServiceTier ?? entry?.supportsServiceTier,

…rovenance

Review fold: the legacy ClinePass ladder repair now requires a matched
registry entry, so an intentional custom-destination ladder survives
with operator provenance; and model supportsServiceTier provenance now
follows the same merged model-default authority that produced the value,
falling back to provider provenance, with a regression for an unlisted
key-auth model.

Part of #5114
…ookup

Review fold: baseUrl normalization now mirrors the pre-migration router
(absent/non-string values become the empty candidate, so the existing
Invalid baseUrl guard fires instead of a TypeError, and template-only
rows keep the registry fallback), with an oracle fixture comparing the
complete error against routedProviderConfig. Legacy model maps resolve
exact match, then colon-family base, then case-fold; explicit capability
declarations stay exact-only. Regressions cover the custom ClinePass
ladder preservation and unlisted key-auth tier provenance.

Part of #5114
Review fold: legacy map lookups searched operator and registry maps
separately, so a registry exact key could win the value while
provenance reported an operator family match. legacyModelSource now
selects the winning key in one exact then colon-family then case-fold
walk over the merged map and assigns provenance from that key's owner.
Cross-source regression included.

Part of #5114
Review fold: "unknown remains unknown" was overly broad — the call-local
projection returns the observed value when the static one is absent.
Only a both-absent pair is unknown, and the frozen static policy itself
never changes.

Maintainer integration into dev under MAINTAINERS.md by the authenticated project owner, not a self-approval.

Reviewed head 7896b715b0f503e004fb747d7113c435cc5e6d26 passed all applicable hosted checks and aggregate in https://github.com/lidge-jun/opencodex/actions/runs/35453258484 . macOS logs explicitly execute all 36 resolver parity cases, including legacy repairs, exact/family lookup, explicit false, captured authentication, absent URL semantics, token-limit relationships, value/provenance agreement and detached immutable output. The prior unchanged timing-test failure is not treated as passing; this new head has complete fresh proof.

Independent source, policy, provenance, documentation and union reviews passed. All public threads are resolved, no maintainer objections remain, and native-stack membership is empty. Current integration tree 9091ab7c909a1b041b1cb73c174a4200ba2acc4f retains the reviewed core/test blobs and current ownership, decode-hint and schema-policy documentation/layout entries. Actor, dev base and head were revalidated. Local suites/typecheck/build/runtime were NOT RUN.

This is only the resolver parent. Issue #5114 remains open until the consumer child #5174 is restacked onto the landed parent and current dev, preserves the decode-hint integration, receives fresh exact-head verification and lands. Parent branch is retained.
