Full local CI currently keeps an agent turn alive and repeatedly polling a long-running terminal, particularly when a GUI/controller node is operating a separate LastCode server node.
This adds a separate Run Full CI Project Action using the existing pinned, exact-head and full-base CI runner. It remains independent from Wait for PR, so the babysitting agent chooses when the expensive local gate is appropriate.
