Address PR review feedback on the restored startup tips: - dismiss the tip from _submit_input so external/scripted prompts clear it too, not just interactive chat input - fix stale subagent-panel placement comment invalidated by the tip - add _pick_tip weighted-selection coverage and an external-input dismissal test; rewrite the dismissal test to drive the real path - correct AGENTS.md (_TIPS is a dict, not a list) and drop inaccurate "rotating" wording across docstrings - let DEFAULT_CSS own tip styling instead of duplicate inline spans - relax brittle exact-weight/exact-string test assertions - guard against an empty or non-positive-weight _TIPS at import

Restores rotating startup tips to the compact Deep Agents Code welcome banner after the banner rewrite removed the tip row.
