Outdated redirect URL for volume-provisioning.md in external provisioner specification

This is a Bug Report

Problem:

The documentation currently links to https://git.k8s.io/design-proposals-archive/storage/volume-provisioning.md, which redirects and displays the message: "Branch not found, redirected to default branch." We should update this reference to the current canonical URL to avoid the unnecessary redirect and broken branch message.
This affects the section describing external provisioners and the Kubernetes volume provisioning specification.

Proposed Solution:

Update the URL with https://github.com/kubernetes/design-proposals-archive/blob/main/storage/volume-provisioning.md

I had a look at #56260

By my analysis, the StorageClass concept page is dated and doesn't mention that we no longer have in-tree support for third party storage integrations. That's another thing we ought to fix.
