flaky test: boot fedora with vagrant in macos-12 with gurumeditation state #3411

What happened:

The test in boot fedora with vagrant in macos-12 is failed with gurumeditation state. The error logs:

The guest machine entered an invalid state while waiting for it
to boot. Valid states are 'starting, running'. The machine is in the
'gurumeditation' state. Please verify everything is configured
properly and try again.

It seems the same as: kubernetes-sigs/security-profiles-operator#1936
It seems releate to actions/runner-images#8653

What you expected to happen:

The CI can run successfully

every CI recently
