What type of PR is this?

What this PR does / why we need it: Undo #1428 partly and remove westus3 from the test region location as it looks like it's not fully ready: https://storage.googleapis.com/kubernetes-jenkins/pr-logs/pull/kubernetes-sigs_cluster-api-provider-azure/1423/pull-cluster-api-provider-azure-capi-e2e/1403147843362885632/artifacts/clusters/bootstrap/controllers/capz-controller-manager/capz-controller-manager-d7444c6d5-kxhbr/manager.log

Original Error: Code=\"LocationNotAvailableForResourceType\" Message=\"The provided location 'westus3' is not available for resource type 'Microsoft.Network/virtualNetworks'
