What type of PR is this?
What this PR does / why we need it: recently ran into sub quota issues in the centralus location due to lower test subscription quota in that region (https://prow.k8s.io/view/gs/kubernetes-jenkins/pr-logs/pull/kubernetes-sigs_cluster-api-provider-azure/1426/pull-cluster-api-provider-azure-e2e/1402718890517073920). Remove it from the rotation and add the new westus3 region.
