To be rebased and update go.mod after #10410

Can you update the github.com/kubeflow/pipelines/kubernetes_platform in the go.mod to the latest commit? You can follow my PR to see the related changes.

Files you need to update:
go.mod, go.sum, backend/third_party_licenses/driver.csv, backend/third_party_licenses/apiserver.csv

Otherwise the unit tests will fail because it's not pulling the latest package from kubernetes_platform.
