and switch back to `psycopg2` (instead of `psycopg2-binary`) per https://pypi.org/project/psycopg2-binary/: "in production it is advised to use the package built from sources." There's room for improvement: right now, we don't have a way to include a package _only_ for development; `dev_requirements` is a superset of the production requirements.
