Enhance modular-scripts Tests #2240

Standardize and clean up test utilities, such as all the different functions to run Modular in tests
Run tests in temp directories instead of within Modular repo itself
Don't let tests use git to stash changes etc
Limit use of yarn/installing packages etc to improve performance
Skip preflight check to improve performance
Refactor tests to simplify & reduce code duplication

Skipped tests because of Webpack issue

build.test.ts
index.test.ts

Removed Snapshots because of Webpack issue

esmView.test.ts | Removed snapshots of built entry file. if theres anything specific we want to check that the entry file contains, we could do something, but to me it looks like the tests still have good coverage and that the snapshots were unnecessary

Is this import style intentional or required? should it be '../test/utils'?

the util file containing the function is in modular-scripts, while it's being called in create-modular-react-app

We don't have that dependency in package.json though (and we probably don't want to have it). We will probably factor out common utils when we do modularised Modular - since runModular is three lines anyway, can we just duplicate it here?

Nit: is this called Unsafe because of checks being skipped by default? If so, it took me a few minutes to grok that after looking at other functions in here, maybe it could just be explicitly stated. At a glance it's a bit subtle.

Nit: related to my comment on runModularUnsafe; it wasn't obvious at first what makes this safe. I think it's because skipChecks is now false by default? Again, this could maybe just be clarified in a comment
