What

Advances RFC 0003 specified → green — a one-line front-matter change, now that RFC0003.16 (the served binary) landed (#141).

All 16 §5 acceptance criteria (RFC0003.1–.16) are live and passing, including the receiver running as a config-toggled ourios-server role over real sockets (gRPC + HTTP), exercised end-to-end by a real-client integration test. Per docs/rfcs/README.md, green = "all acceptance criteria pass" — mechanical (only accepted, post-validated, is maintainer sign-off).

This is the same mechanical bump as #138, re-applied after the §9 amendment added RFC0003.16.
