feat: create @helia/verified-fetch

1. Implement OnProgress options property
2. add tests for verifiedFetch instance (stubbing ipns/unixfs and verifying that calls are made appropriately)
3. disable delegated routing in browser due to CORS issue at missing CORS header on trustless-gateway.link ipshipyard/waterworks-community#4
4. Ensure onProgress events emitted are agreed upon
5. check CID.code type and use the appropriate library to get the resultant data
6. confirm e2e/interop tests for use-cases we want covered.
7. 100% (or close to) coverage at https://app.codecov.io/github/ipfs/helia/tree/feat%2Fcreate-verified-fetch/packages%2Fverified-fetch%2Fsrc
8. cache ipns results in verified fetch (ipfs.tech results in 16k dns requests in service-worker-gateway....) for at least a minute
9. add error 501 returns for non-supported codecs for now (users will file issues when they need support)
