Add a new label "maintainer" to device plugin container images

Is your feature request related to a problem? Please describe.
A new label maintainer is added to the newer versions of Red Hat preflight testing to certify container images on Red Hat catalog. Without this label, it fails the testing and certification.

Describe the solution you'd like
add label to all container images - LABEL maintainer="Intel®"

Describe alternatives you've considered
As workaround we modify dockerfile manually
