qat-initcontainer does not have LICENSE installed in root/licenses dir

qat-initcontainer does not have LICENSE installed in root /licenses/intel-device-plugins-for-kubernetes/LICENSE dir which results in preflight failure for openshift certification.

sgx example here -

intel-device-plugins-for-kubernetes/build/docker/intel-sgx-initcontainer.Dockerfile
