The RFC says that the IETF is not obligated to reply, except there is an official liaison relationship. I think we are never obligated to reply; the relationship doesn't change that. however if we have a liaison manager, the liaison manager is expected to handle the LS in some way and e.g. communicate back if no reply will be sent.
