Extends ArcRemoteLiveWebCache instead of RemoteLiveWebCache

This addresses issues #116 and #250. Principle work was done by @MohammedElsayyed and offered up in PR #215. I've just given it a bit of polish and returned the
RemoteLiveWebCacheclass for backwards compatibility.
