This PR completes the decoupling of the webui from ht-llama.cpp. The WebUI is now maintained externally at heiervang-technologies/heierchat. This removes the duplicate source code in
tools/server/webuiandtools/server/webui-tauri, while preserving the compiled snapshot intools/server/public/so that the default embedded server experience works as expected out-of-the-box.
