Implement cost management export for all scopes, not just resource group

Description

This cost managment export API calls (https://docs.microsoft.com/en-us/rest/api/cost-management/exports/createorupdate) are only covered for resource groups in this Terraform provider. The API, however, also offers this functionality for all other scopes (billing account, department, enrollment accounts, management groups and others). It would be very helpful if the Terraform provider at least implements this for all the scopes it currently knows about.
