Update golang.org/x/net to v0.38.0 to resolve GO-2025-3503.
All versions of golang.org/x/net that resolve the issue have bumped their go.mod version to Go 1.23.0 so this project has been bumped to 1.23.0 as well. CI additionally due to that has been updated to use Go 1.23 and Go 1.24 within CI.
