Changes proposed in this PR:

  • Update version pins in our CI test matrices for existing Consul versions
    • Note the exception for Consul 1.13 as the latest version has a known versioning bug in it that has since been fixed but not released
  • Add Consul 1.16 and Consul K8s 1.2 release candidates to all test matrices

1.13.8 has a known issue preventing the tests from running due to a missed backport. That backport has since been completed in hashicorp/consul#17520
