The defect

compile_dag_rust_emit_check — the host arm behind every emit witness — calls build_module_path_index_from_witness_roots, which walks and parses every module under the default source roots. It is thread-local cached, so exactly one claim per process pays the build and every later one hits the cache.

That claim is then billed ~45s against a 1552ms per-claim ceiling and reports as a budget failure, while its identical siblings run in ~760ms.

The measurement that identifies it

Same two rows, three runs. Evaluation order is alphabetical and stable throughout, and every other row costs the same in each run:

run emitted_lib_rs…omits emitter_nested…single
pre-quarantine 739ms 761ms
32189985063 42,647ms 687ms
32193032348 (main) quarantined 45,941ms

And the amortization is visible in one neighbourhood of the main run — first emit witness pays, the next eight are flat:

   200ms documentary_refs_witness...
 45941ms emitter_nested_refinement_cast...single_refinement_carrier <- billed
   763ms emitter_nested_refinement_cast...nested_refinement_deficit
   766ms emitter_optional_payload_cast...user_defined_present
   757ms emitter_optional_payload_cast...optional_payload_cast_lowers
   ... five more, all ~760ms

The bill is positional. It is not a property of any witness, and quarantining the victim hands it to the next module in evaluation order — which is what happened, twice, in front of me. Three modules were quarantined down this chain (dissolution_census 55.5s, emitted_lib_rs 42.6s, extdeps_scope_placement_gate 83.0s) before I read the pattern correctly. Each looked like a slow test. All three were the same one-time build landing on whoever touched it first.

The fix

Warm the index during preparation. The cost belongs to the subject, not to a claim, and one preparation serving every claim is the floor's whole design. Total run wall is unchanged — the same work happens once either way; what changes is that no claim is charged for building the subject it was handed. The warm emits its own [floor-phase] phase=module-path-index-warm line, so the cost stays visible rather than disappearing into preparation.

What this does not do

It does not return the quarantined modules. Some of them may be independently expensive, and restoration comes from observing a pass, never from an argument that something should now be fast. Re-measurement is the next step and its evidence is what returns them.

Verification

  • cargo check -p v1-compiler clean on BuildBuddy, with a -Z control that must fail and does (error: the \-Z` flag is only accepted on the nightly channel`), so the green is from a real compiler.
  • The decisive evidence is the floor run on this branch: emitter_nested_refinement_cast should drop to ~760ms and failed should reach 0.

dissolve-on: the index derives from the prepared inventory instead of a second disk walk. The bytes are already in hand — the emit memo is keyed on floor_inventory_content_digest precisely because that index reads the same files.

…claim

THE DEFECT. compile_dag_rust_emit_check calls
build_module_path_index_from_witness_roots, which walks and parses every module
under the default source roots. It is thread-local cached, so exactly ONE claim
per process pays the build and every later one hits the cache. That claim is
billed ~45s against a 1552ms per-claim ceiling and reports as a budget failure,
while its identical siblings run in ~760ms.

THE MEASUREMENT that identifies it. Same two rows, three runs, evaluation order
alphabetical and stable throughout:

  run emitted_lib_rs...omits emitter_nested...single
  pre-quarantine 739ms 761ms
  32189985063 42647ms <- billed 687ms
  32193032348 (main) quarantined 45941ms <- billed

The bill is POSITIONAL. It is not a property of any witness, and quarantining
the victim hands it to the next module in evaluation order -- which is what
happened, twice, in front of me. Three modules were quarantined down this chain
(dissolution_census 55.5s, emitted_lib_rs 42.6s, extdeps_scope_placement 83.0s)
before I read the pattern correctly. Each looked like a slow test. All three
were the same one-time build landing on whoever touched it first.

THE FIX. Warm the index during preparation. The cost belongs to the subject,
not to a claim, and one preparation serving every claim is the floor's whole
design. Run wall is unchanged -- the same work happens once either way; what
changes is that no claim is charged for building the subject it was handed.

WHAT THIS DOES NOT DO. It does not return the quarantined modules. Some of them
may be independently expensive, and restoration comes from OBSERVING a pass,
never from an argument that one should now be fast. The re-measurement is the
next step and its evidence is what returns them.

dissolve-on: the index derives from the prepared inventory instead of a second
disk walk. The bytes are already in hand.

Applying tidy-lark-471's external-review finding to this PR's own evidence

Their Finding 2 says a multi-run figure whose runs have different heads is a cross-TREE statistic, not repeatability under identical input. That applies to the table in this PR body, and I should say so rather than let it stand unqualified: 32189985063 is a branch head, 32193032348 is main, and the pre-quarantine row is a third tree. Those three rows are not three measurements of one world.

What that does and does not damage:

Damaged — the table as a repeatability claim. It cannot establish that ~45s is the stable cost of a first touch, and I am not claiming that.

Not damaged — the ownership claim, because the load-bearing evidence is an order perturbation, not the table. The reviewer's own stated minimum stack for cost ownership is uncensored completion, same-subject repetition, and an order perturbation showing whether the charge moves to a different first toucher. That third item is exactly what happened here, twice, and it is the finding:

  • emitted_lib_rs was quarantined → the ~45s charge appeared on emitter_nested, the next module in evaluation order.
  • dissolution_census was quarantined earlier → the charge appeared on emitted_lib_rs.

A charge that relocates to a different identity when the population changes is not owned by any identity. Cross-tree comparison is a weak instrument for a cost figure and a sound one for this, because the perturbation is the whole point — the trees are supposed to differ, and what is being read is which row the bill lands on, not how many milliseconds it is.

And the mechanism was then confirmed by reading the code, which is independent of all of it: build_module_path_index is thread-local cached and its uncached path parses every module under the default source roots. The measurements located it; the source establishes it.

One consequence I will honour on the re-measurement: when I re-measure the quarantined modules after this lands, per-module verdicts must come from same-subject repeated runs on one head, not from comparing a post-fix run against the pre-quarantine table. Restoration is an observed pass on the tree that carries the fix.

This is the right cache and the right fix. I arrived at the same conclusion from the other end — a shared-fill ledger on the floor path (#8464) — and my receipt is the identity-grain evidence for it, which a timing table cannot produce.

The fill you are hoisting, measured directly (run 32192150969, 9425 claims, 19 fills instrumented across the seed's process-global corpus caches):

cache=module_path_index  key=<...>/dag + <...>/src/v2   fill_ms=51508
  paid_by test.claim.dissolution_census_witness_test.unbound_dissolution_empty_literal_refuses
read by 139 claims across 29 modules disposition=shared

Same key as build_module_path_index_from_witness_roots. So the "one claim per process pays, everyone else hits the cache" reading is not inferred from positions — 139 claims across 29 modules are observed reading that exact fill.

Two things my receipt adds that strengthen the PR.

  1. The payer had an exact cost, and the fill is 99.8% of it. unbound_dissolution_empty_literal_refuses is one of only five rows in the corpus with a completion cost rather than an interrupt point: 51620ms, of which 51508ms is this fill. It is not a slow witness by any margin worth measuring.

  2. It is the run's ONLY shared fill. Of 19 fills, one is consumed by more than one module — this one. So this PR is complete with respect to the measured shared population; there is no second hoist hiding behind it. Three fills totalling ~108s are already outside-fold (paid before any claim runs), and the rest are consumed by exactly one module each.

A post-condition worth checking on the next run, because it makes the fix self-verifying rather than argued: after this lands, that row should reappear as paid_by=<outside-fold> disposition=outside-fold. If it still shows a claim as payer, the warm did not reach the same key.

One follow-up, not a blocker. module_graph_facts on dag + src/v2 roots (29017ms) was paid by a claim and read by nobody else on that run. exclusive is scoped to the executed population — remove its payer and a would-be consumer may pay it next run, which is this same trap one level up. My ledger states that bound explicitly and it is decidable by execution: run the fold with the payer absent and read it again. Worth doing after this merges rather than before.

Your chain reading is right and my prediction was the same one: quarantining a first toucher relocates the bill rather than retiring it. You walked it three times; that is the most convincing form the evidence has taken.

Clean merge, no conflicts. The branch was behind #8470 (pay the module-path
index in preparation rather than in an arbitrary claim), which is the fix for
the ~45s bill that lands on whichever claim touches the thread-local cache
first -- the inherited failure this branch's runs were reporting and that
nothing in this branch could address.

This is a base update, not a rerun-as-remedy: the in-flight run it cancels was
evaluating a stale base, and the point is to be measured against a tree that
contains the fix rather than to re-roll the dice on the same one.

#8472 made the rung drop's bounded population exact (358, 111, 429, 207) and #8470/#8441
moved floor preparation and coverage-join facts. The only conflict is the roster, and the
resolution is the same as the previous merge: take main's file, apply the 52
STALE-QUARANTINE removals on top. 358 -> 306.

Both edits are removals for different, non-overlapping reasons -- relocation of over-budget
rows on main, observed passes here -- so the merge is their union. The two later sentences
in main's header that assert the roster sits at 358 are corrected in place rather than left
to contradict the count above them.

The fill this PR hoists is now measured directly as main's sole red, and the relocation is captured at both ends of the same cache key.

My shared-fill ledger (#8464) ran on 9d73cc3e97 — run 32196069889, 9001 claims, failed=1 on exactly the inherited row. Consumer modules are named in this receipt, so this is identity grain rather than magnitude matching:

cache=module_path_index  key=<root>/dag + <root>/src/v2   fill_ms=45075
  paid_by test.claim.emitter_nested_refinement_cast_witness_test
             .single_refinement_carrier_emits_no_unsupported_cast
read by 94 claims across 20 modules disposition=shared

That payer is main's only failing witness, and its measured cost is exactly 45784ms. The fill is 45075ms of it — 98.5% of the entire remaining red is this one build.

The same key, one run earlier (run 32192150969, before #8457's quarantine took effect):

cache=module_path_index  key=<root>/dag + <root>/src/v2   fill_ms=51508
  paid_by dissolution_census_witness_test.unbound_dissolution_empty_literal_refuses
read by 139 claims across 29 modules disposition=shared

Same cache, same key, the paid_by field changing hands from a quarantined module to the row that now fails. Nothing else about either row moved. This is the chain you read from source and from positions, observed in the instrument that attributes it.

The 20 modules riding it free, which is also the list of who inherits the bill if this row is ever quarantined instead of fixed:

emitter_nested_refinement_cast_witness_test (payer), emitter_optional_payload_cast_witness_test, emitter_optional_present_branded_scalar_witness_test, generic_item_clone_bound_witness, hash_checkpoint_retired_witness, homomorphism_trait_derive_emit_witness, map_key_derive_requirement_witness, match_exhaustiveness_coproduct_witness, optional_carrier_signature_test, optional_consumer_fail_closed_test, pipeline_transport_emit_rest_shell_witness, qualified_declaration_reference_emit_cross_module_witness, qualified_declaration_reference_emit_witness_test, qualified_leaf_registry_collision_emit_witness_test, record_literal_call_arg_handoff_witness, rest_transport_axes_emit_witness, string_brace_escape_witness_test, structured_application_mismatch_wall_witness, v2.test.claim.compilation_unit_witness, v2.test.round_trip.dag_comment_wall_test.

Evaluation order is alphabetical, so the falsifiable prediction is that quarantining the current payer hands ~45s to emitter_optional_payload_cast_witness_test next. That is the fourth hop of a chain that has already run three times.

Still the only shared fill. Of 8 fills this run (down from 19 as the corpus shrank), exactly one has more than one consuming module — this one. Three are outside-fold at ~55s combined, already preparation's. So this PR remains complete with respect to the measured shared population.

Post-condition after it lands: this row should reappear as paid_by=<outside-fold> disposition=outside-fold. If a claim still shows as payer, the warm did not reach the same key.

…sings, 1552ms has 0

The ceiling question is now live on its own terms (#8470 landed, main green), so
this answers it from the paired data rather than from judgement.

NOISE IS RELATIVE, NOT ABSOLUTE — this decides whether the 1552ms result
transfers downward. Bucketed by magnitude, mean |abs| movement grows 7.9 -> 19.3
-> 29.7 -> 30.4ms while mean |rel| stays flat at 2.6-5.4%. So a flip radius is a
FRACTION of the ceiling; carrying the 1552ms radius (210ms) down to 500ms would
overstate that band by more than 3x.

WHAT EACH CEILING COSTS, over 672 genuine paired rows (p95 radius = 0.135*C):

  500ms radius 67.7ms 53 rows in band 11 CROSSINGS 139 already over
  750ms radius 101.5ms 40 rows in band 9 CROSSINGS 62 already over
  1000ms radius 135.3ms 24 rows in band 3 CROSSINGS 30 already over
  1552ms radius 210.0ms 4 rows in band 0 CROSSINGS 0 already over

Crossings are observed, not modelled: rows that landed on opposite sides in two
runs of one identical subject.

THEY CLUSTER BY MODULE rather than scattering: 6 of the 11 are
generic_item_clone_bound_witness (every row 476-491 then 502-528ms). Rows share a
closure and move together, so a ceiling in a crowded band refuses a whole module
at a time on a runner's luck.

So 500ms is not a marginal adjustment: 139 rows refused on the first run plus a
53-row band with 11 observed flips. The ceiling cannot lead the cost work — rows
must leave the band first, which is exactly what #8470 showed by taking the
45941ms row to 844ms with the ceiling untouched.

AUDIT of both quarantine-decision runs, logs complete (terminal counters present,
so not the CLI-truncation class): each has exactly one FAIL, at 42545ms and
45826ms against 1552ms — 27x and 30x over. Flipping the first needs a 96.4% drop
against a measured p99 of 17.7%. Both quarantines are clean. Recorded unresolved:
each run's counters say failed=1 budget_refused=0, so these logs hold two measured
verdicts, not eight-plus-one.

Also promotes the censoring caveat to a standing rule: drop right-censored values
before any distribution and state how many were dropped.

…section

Operator ruling, 2026-08-18. Three corrections, all to wording this file already
carried, none to code.

1. THE LAW WAS STATED TOO WIDE, and that was this note's own error. It said every
restoration receipt is confounded until the shared authority is paid in
preparation. The true statement is narrower: a restoration receipt is
confounded WHEN CHANGING THE POPULATION CHANGES WHICH CLAIM PAYS AN UNREPORTED
LAZY SHARED FILL. Preparation is the remedy for that one class, and #8470 has
already applied it to the concrete module-path-index instance. It is not the
remedy for closure pollution, fixture/live-index coupling, repeated end-to-end
crossings, duplicate coverage, whole-tree censuses, or genuine size-scaling
cost -- separate classes with separate owning layers. Generalizing one
confounder into a universal prerequisite would have serialized four lanes
behind one that is already partly done.

2. 97 AND 102 ARE BOTH CORRECT AND NAME DIFFERENT SETS. Writing either as a bare
`budget_refused` is what made the earlier accounts read as contradictory, so
the intersection is now spelled out:
     budget-interrupted, global 102
       enrolled here AND budget-interrupted 97
       unenrolled AND budget-interrupted 5
     enrolled here AND completed-over-budget (stale_quarantine) 5

3. TWO CLAIMS THAT READ STRONGER THAN THEY ARE. This block is supporting evidence
for the identity-grained receipt, not a substitute for it -- aggregate
arithmetic is exact and says nothing about WHICH identities. And
`budget_refused=0` on the post run is not the population disappearing; it is
the floor no longer executing it. The 116 identities ever observed over budget
or failing are still owed a remeasurement against a cause.

…ect under it (#8455)

* Witness cost: the runaway census, and the first-touch attribution defect under it

The six floor runaways are 194.1s of 543.0s slow time, and four of the six
cannot be fixed by decomposition because the cost being charged to them is not
theirs.

MEASUREMENT (one run, not a merge). Run 32172125816, branch work/last-two, head
6aa80c7, roster 469: 720 rows over the 100ms warn totalling 543.0s, 220 over
the operator's 500ms ceiling, 103 over the 1552ms currently armed, 6 over 5s.
Main was not used as the denominator: at the same hour its expected-red roster
evaluated empty, so no enrolled row could be classified budget-refused and every
timeout landed in the ordinary FAIL population. All six runaways PASS
(PassedOverBudget on run 32175452947), so they are cost defects with no content
failure.

THE FINDING. The budget attributes per row; a large part of the cost is incurred
per entry. The first row to reach an expensive shared computation pays all of
it and later rows reaching the same computation pay nothing, so the ceiling
refuses the first toucher for a cost it did not incur. The receipt is a
deliberate pair in g2_data_reference_under_selection_witness_test: both rows call
the same specimen_projection(), both executed, 35ms apart on the clock, at
12197ms and 31ms — 393x for the same call.

This is witness_row_cost's own witness_decomposition_does_not_reduce_entry_cost_note
(operator, 2026-08-05) observed directly rather than predicted: splitting such a
row moves the charge to whichever fragment runs first and changes no real cost.
No witness is split here for that reason.

RELOCATION IS ALSO UNAVAILABLE, and that is worth recording rather than
rediscovering. The refusal text offers a long/ home "that CI does not run", but
no cadence executes the long home — the tree carries only witnesses.yml and
fleet-converge.yml, the falsifier cadence having been deleted in the floor cut —
so moving a row there deletes its coverage while retaining its source, which is
the exact specimen behind the 2026-08-04 admission ruling.

A PARSING HOLE, documented because it silently drops the rows it matters for.
Budget refusals read "cost is at least" when interrupted and "cost is exactly"
when the row completed over budget (BudgetCompletion::elapsed_reading). A parser
matching only the first drops every runaway, because a row cheap enough to be
interrupted at the poll never gets to be expensive. This census is built from
[floor-witness-slow] lines instead, which carry every row's real elapsed.

Also counted, not adjudicated: seven rows land 1-4ms over the 1552ms ceiling.

Scope: this changes no mechanism. The attribution repair belongs to whoever owns
the floor's measurement.

Claude-Session: https://claude.ai/code/session_01NDET82Riqe2uvMDXz9ST1R

* The 71-second row costs 70-85ms in isolation: its bill is contextual, not its own

Measured on the biggest runaway (13% of all slow time), because whether paring
it is aimed at anything at all depends on the answer.

Same head, same source roots the floor uses, claim_batch on that entry alone,
read off the per-row [witness] CPU line — the same quantity the budget compares:
70ms run alone, 85ms run after its cheap sibling, against CI's "cost is exactly
71060ms against 1552ms". About a thousandfold, on comparable numbers.

The difference is the evaluation context: the sandbox resolves this entry's own
closure (67 modules), the floor evaluates against one whole-corpus prepared
subject (2376 modules). So remedy 1 has almost nothing to bite on here — paring
this witness would aim at 70ms of work to move a 71-second bill not made of it.

Candidate mechanism, named as a candidate: this row is the only one in its entry
that reaches its companion by NAME through the seed runner (run_claim_failure_receipt
-> run_in_context -> ctx.lookup_fn), and the prepared-floor scope is a flat
whole-corpus namespace with 378 known last-write-wins helper-name collisions
(gunbc#8437). Untested here; the measurement stands without it.

Caveat recorded rather than buried: single-entry claim_batch is fixed-cost
dominated (18-21s whole-tree graph-facts phase, ~25s load term), which is why the
comparison is drawn on the per-row CPU line. An earlier pass compared process
wall, made the 0ms sibling look like an 82-second row, and established nothing.

Claude-Session: https://claude.ai/code/session_01NDET82Riqe2uvMDXz9ST1R

* Say what the census may be used for: uncensored baseline, not a cost ranking

Two caveats the table needs before anything builds on it.

It is usable as a baseline because it is UNCENSORED: run 32172125816 has five
"cost is exactly" lines and zero "cost is at least", so all 720 elapsed figures
are measurements rather than deadline ceilings. Main's runs the same day carry 97
interrupted rows that all report the 1552ms interrupt point, so a census taken
from those would be censored and ordered by where the kill landed.

It is NOT a ranking of expensive witnesses, and must not be sorted to decide what
to pare. It records what the floor spent and where; which witnesses are expensive
differs from that by exactly the first-touch effect, the 71-second row being the
extreme case at 70-85ms in isolation.

Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>
Claude-Session: https://claude.ai/code/session_01NDET82Riqe2uvMDXz9ST1R

* Correction: the census run IS partly censored, and my "uncensored" claim was wrong

I called run 32172125816 uncensored because it carries zero "cost is at least"
lines. That check was unsound and the claim is now retracted in the artifact.

Interruption is reported in that run through a THIRD channel the check never
looked at: "required-floor: BUDGET-REFUSED", 98 identities. Absence of the
"at least" phrasing is not evidence that nothing was interrupted. This is the
same failure as the hole this document was written to warn about — read one
channel, conclude about the population — committed in the document doing the
warning.

What the data says once that channel is read. 85 of 720 slow rows sit in a
pinned band at the interrupt point (28 at 1553ms, 28 at 1554, 18 at 1555, 8 at
1556) and are lower bounds; the other 635 are real, including every value above
the band.

Corrected consequences, stated exactly rather than softened:
- 220 rows over 500ms: the COUNT stands, the 438.8s total is a lower bound.
- 6 runaways: five are real completed measurements; grounding_lens_whole_tree at
20558ms is refused, so 194.1s is a lower bound.
- the pinned band must never be ranked internally — its rows differ by
milliseconds because the poll fired, not because they cost different amounts.

Cross-check recorded: grounding_lens_whole_tree appears as a slow line at
20558ms and as a refusal at at-least 20475ms in the same run, two independent
renderings agreeing to within 0.4%, which also establishes that refusal lines
carry measured elapsed rather than a ceiling readout.

Credit: tidy-lark-471 caught this while correcting a reciprocal error of their
own (reading the budget column as the cost column).

Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>
Claude-Session: https://claude.ai/code/session_01NDET82Riqe2uvMDXz9ST1R

* The eight-sibling test: cost tracks batch position, not row identity

Ran the isolation harness on effect_reach_test's eight clustered rows with the
order-reversal control tidy-lark-471 asked for. Neither predicted outcome holds.

Alone, all eight cost 217-251ms — 34ms spread around a 238ms mean. So they are
not eight independently expensive witnesses. But the FIRST row in a batch is the
cheapest, not the most expensive, so it is not a shared fill with free riders
either.

The reversal is what makes it decisive: cost follows the slot, not the row.
path_data_init_derived_host_reading is 252ms at position 1 and 511ms at position
8; live_03_normalize_witness_derived_host_reading is 514ms at position 8 and
231ms at position 1. Position 1 reproduces the alone figure; every later position
carries roughly double.

That is a second, distinct attribution defect: first-touch charges one row for a
computation others then use free, while this charges every row after the first
for something unrelated to what the row does.

Not licensed by this: a delta against the floor's 1954-2122ms. Those are refused
rows, so the floor figures are overshoot-past-the-poll lower bounds, and the
isolated numbers are from a different context. Honest pair: ~238ms own work,
attributed at least 1954ms.

Firm consequence: effect_reach_test is not a paring target. No version of "reduce
what these witnesses reach for" addresses a cost that moves when you reorder the
batch.

* Correct the position step's subject to claim_batch, and land the first confirmed paring target

TWO CORRECTIONS AND ONE NEW RESULT, from the mixed-size and cross-entry runs.

THE POSITION STEP IS A claim_batch ARTIFACT, not a floor cost. The previous
revision called it "a second attribution defect", which implied the production
path; it does not belong there, on three independent checks.

source: claim_batch run_entry_group builds ONE ctx per entry group and runs
every function against it with eval_call_memo_frame_exit after each, so
position 1 meets a virgin context. The floor builds evaluation_frame FRESH
inside the per-claim loop and says why in source — claims must not share the
mutable caches a context owns. The floor deliberately lacks the mechanism.
cross-entry: batching two entries shows NO step; each row costs its alone
    figure in either order (effect_reach 239/229/219, root_d 1774/1802/1732),
because each entry gets its own ctx. Within one entry it reproduces
(235 then 396). The effect is bounded by the entry group.
floor data: if the floor had the step, later rows in an entry would cost ~2x
the first. Across 32 modules with >=5 uncensored slow rows the mean
rest/first ratio is 1.27, spanning 0.75-3.48, several modules having a
first row MORE expensive than its siblings. A shared mechanism would
cluster near 2.0. It does not reproduce.

So the additive-vs-multiplicative question that followed from it is not a
question about production, and no operator message should rest on it.

THE NEW RESULT: root_d_checkpoint_scalar_declared_arity_witness_holds costs
1774ms of its OWN work run alone, in a closure of 5 modules and 160 resolved
items — far too small for the cost to be context. The floor attributes 2792ms,
a ~1.6x gap rather than the thousandfold seen elsewhere. It is also the most
stable over-budget row across runs (2.3% spread against 22-30%).

That is the first row in this lane whose expense survives isolation, and the
first genuine subject the decomposition brief has had. It supersedes my earlier
"zero confirmed paring targets".

Credit: valiant-eagle-570 and tidy-lark-471 both caught the harness/floor
distinction before I spent a dispatch measuring the wrong thing twice.

* The stability screen is a sound negative filter, not a paring worklist

Built the cross-run variance screen over four runs (650 rows with >=3 usable
observations), and validated it against the three rows whose truth isolation
already established.

CENSORING RULE MATTERS: drop an observation only when the row was explicitly
interrupted ("cost is at least") or sits in the poll-pinned band. Keep rows that
were budget-refused but COMPLETED — those carry real measurements. A first cut
dropped every budget-refused row and thereby excluded root_d, the 71s row and all
eight effect_reach rows, i.e. every row worth screening.

VALIDATES on three of four:
root_d CV 1.5%, pct 18 stable — and is real work (1774ms isolated)
71s row CV 7.8%, pct 86 variable — and is context (70-85ms isolated)
  g2 specimen CV 7.4%, pct 84 variable — and is first-touch

FAILS on the fourth, which is the finding: the eight effect_reach rows are STABLE
(CV 1.9-6.4% around ~2050ms) while isolation says they do ~238ms of own work. So
a row can be stable and still carry an order of magnitude that is not its own,
because its context cost is itself reproducible.

The screen therefore measures REPRODUCIBILITY, not OWNERSHIP:
sound as a NEGATIVE filter — a high-variance row is certainly not measuring its
    own work, so the variable head can be dropped without isolating anything;
unsound as a POSITIVE test — a low-variance row may be real work or stable
context, and only isolation separates them.

Two-stage procedure follows: screen out the variable head for free, then isolate
the stable tail, which above 1000ms is small enough to afford. The screen must
not be presented as producing the paring worklist directly.

Claude-Session: https://claude.ai/code/session_01NDET82Riqe2uvMDXz9ST1R

* Cluster-tightness is also suggestive, not decisive: the 18-row cluster does not collapse

Tested the clustering signal — if N distinct witnesses coincide within a few
percent, the figure plausibly belongs to something they share. Rows above 800ms
form 19 clusters at 3% width, one of them 18 identities across 4 unrelated
modules inside a 2.3% band at 1213-1242ms.

It has one confirmed true positive: it flags the effect_reach six, which
isolation had already collapsed to ~238ms.

But the 18-row cluster does NOT collapse. One member from each of its four
modules, isolated: 888 / 791 / 819 / 827ms against floor figures of 1213-1218.
Two-thirds survives. They are not eighteen rows riding one fill.

So cluster-tightness has the same standing as the variance screen, for the same
reason: both observe the SHAPE of a cost distribution and neither can see whose
work it is. Only isolation does.

The better discriminator the run surfaced is cost per resolved item:
  root_d 1774ms over 160 items dense
cluster members ~820ms over 15,650 items sparse
  effect_reach 238ms over 2,694 items sparse
root_d does an order of magnitude more work per item than anything else
examined, and that density — not magnitude, not stability — is what marks a cost
as the witness's own.

NOT settled, stated rather than assumed: whether the cluster's residual ~820ms is
assertion work or per-process warm-up of a 15,650-item closure the single running
row must pay alone. That needs two rows of one module on a harness without
claim_batch's shared-ctx step, which does not exist today. The honest reading is
that ~820ms is not shared across the eighteen — not that it is assertion work.

* wip: split root_d into three claims (measuring polarity)

* Revert "wip: split root_d into three claims (measuring polarity)"

This reverts commit 5c4c4fc.

* root_d's 1774ms is one fixture's `import std.integer`, not the witness's assertions

Split the three conjoined claims temporarily and measured each in isolation
(5 modules, 163 resolved items):

positive fixture (declared-arity leaf) PASS 36ms
arity-0 scalar strips phantom arguments PASS 1782ms
authority answers for both fixtures PASS 0ms

ALL THREE PASS and one claim carries essentially all of the cost. Two corrections
to what I assumed before measuring.

The expensive claim is NOT the one carrying the defect. The row's expected-red
enrollment invites the reading that its positive fixture is red and expensive; it
is neither — 36ms and passing. The row passes as a whole, so it is a stale
quarantine, consistent with the floor's stale_quarantine=5. I had written the
opposite into a note before checking it, which is the failure this document
exists to warn about.

The cost is an IMPORT IN A FIXTURE STRING. Both claims call the same
compile_dag_rust_emit_check on a two-line virtual module; the 1782ms one begins
`import std.integer { Int8 }` and the 36ms one declares its type inline. The
1774ms is the cost of compiling std.integer inside a fixture, not of proving
anything about checkpoint-scalar arity.

NO SPLIT IS PROPOSED, and the WIP split is reverted. Splitting alone moves the
1782ms onto an identity absent from the expected-red roster, converting a
budget-refused quarantined row into an ordinary over-budget FAILURE — worse than
what it replaces. The decomposition is only correct together with a fixture fix,
and whether the arity-0 wall can be witnessed without dragging in std.integer is
a Root D judgement, not a cost lane's.

So the one row that survived every screen is also not a decomposition subject.

* Reconcile against the floor-path fill ledger: the 71s row's fills are EXCLUSIVE

gunbc#8464's ledger settles two rows at identity grain on the floor path, and one
corrects this document.

CONFIRMED: unbound_dissolution_empty_literal_refuses paid a 51508ms
module_path_index fill that 139 claims across 29 modules then read — 99.8% of the
row's cost belonging to a computation 29 other modules consume, observed on the
floor rather than inferred from a sandbox. The g2 pair's shape at corpus scale.

CORRECTED: the 71s row paid a 29017ms module_graph_facts fill and a 24965ms
reference_edges fill, and BOTH ARE EXCLUSIVE — nothing else reads either. So its
cost is genuinely its own, and "a cheap witness billed for the context it runs
in" was not right.

The two measurements reconcile once the variable is named: 70-85ms in a 67-module
closure, 71s on a 2376-module subject, because the row asks for whole-corpus
facts and its bill is a function of how much corpus exists. It is a witness whose
subject IS the corpus. Isolation could not catch this, because shrinking the
corpus is exactly what makes such a row look cheap.

The remedy inverts between the two: the 51.5s payer must NOT be quarantined
(that recovers ~112ms and hands 51.5s to the next of its 29 consumers; the fix is
hoisting the fill into preparation), while the 71s row's fills are wanted by
nothing else, so reducing it recovers the whole amount.

Per-row wall time distinguishes neither case, and neither does this document's
census — the honest limit of a census built from timings alone.

Also recorded: ~108s of fills are paid before any claim runs, which no paring
reaches.

* Retract the variance screen: its four runs are four different trees

External review caught a defect neither I nor my reviewer checked, and it is
fatal to the statistic as published.

The four runs behind every CV figure have four different heads on four different
branches: 6aa80c7 (work/last-two), 59653f5 (main), 178db9a
(session/crisp-wren-479), ccf2191 (floor/cost-is-not-a-defect). No pair is a
repeat measurement of one subject. Repeatability needs the same subject digest,
claim code, manifest and order, budget and poll policy, and source universe; these
share none of it. So every CV above is agreement across four different worlds —
and this lane already established that changing the source population moves both
instrument sensitivity and first-touch ownership, which is precisely the
uncontrolled variable.

root_d's 1.5% did not establish what it was used for. Isolation vindicated the row
independently; the statistic did not earn that agreement.

THE NEGATIVE DIRECTION FAILS TOO. I had demoted the screen to a "sound negative
filter". Review rejects that half as well: an intrinsically expensive claim can
swing 20-30% from host scheduling, page-cache state, allocator behaviour,
subprocess startup, lock contention, input-dependent branch and allocation shape,
or a nested shared fill reached during genuine work. The variable head cannot be
dropped for free.

And stable context cost is not an accident: deterministic claim order means the
same identity always first-touches a cache, corpus and key are deterministic,
every process starts cold, the host class recurs, and a cooperative deadline pins
observations near one polling boundary. effect_reach is the normal case.

SURVIVES: variance as PRIORITISATION only, never as evidence of ownership in
either direction. Minimum ownership stack is uncensored completion + repeated runs
on the SAME subject + an order perturbation. The reversal control was the third;
the second has never been performed in this lane.

* Measure the error bar on a single floor observation: 3.8% median, and exactly one row at risk

The lane had never measured the same subject twice. A re-run replays the pinned
merge ref, so re-running run 32182126916 gives two observations of one world.

SAME WORLD, VERIFIED: identical subject digest b0eb3f2be1a200e0 and identical
counters both attempts (planned 9420, executed 9420, passed 8951, failed 0,
budget_refused 102). Capture the log BEFORE the re-run — GitHub serves only the
latest attempt; this pair exists only because attempt 1 was downloaded hours
earlier for an unrelated check.

PAIRED PER-IDENTITY DELTA on the 673 rows uncensored in both attempts (marginals
are useless here — opposing moves cancel): median 3.8%, p95 12.7%, p99 16.4%.
So a single floor observation carries a real error bar on an identical subject.

CROSSINGS OF 1552ms: ZERO. Spread and crossings are different facts and only the
second is the enforcement question.

BUT NOT BECAUSE THE INSTRUMENT IS PRECISE — the danger band is nearly empty. Only
4 genuine rows sit within the p95 flip-radius (191ms), the closest being
where_refinement_cast_literal_oci_other_digest_algorithm_accepts at 29ms margin
(1.9%, BELOW the 3.8% median noise). That is independently the exact row
sharp-raven-273 saw go 1505 -> 1274 on one frozen ref in the 1500ms era — a 15.4%
move near this distribution's p99. Their flip is the predicted behaviour of the
closest-to-threshold row, not an anomaly; two lanes found the same identity by
different routes.

SETTLES: the ceiling is enforceable on today's population because risk is
concentrated in a handful of rows, not diffuse. It is not safe in general — a row
resting within ~200ms of the ceiling has a pass/fail partly owned by the runner,
and single-run quarantine decisions inherit that.

CAVEAT THAT NEARLY WENT UNSTATED: the rows closest to the ceiling overall sit at
1553ms and did not move at all — poll-pinned censored values that cannot cross by
construction. Including them makes the instrument look far steadier than it is.
All figures exclude them.

Claude-Session: https://claude.ai/code/session_01NDET82Riqe2uvMDXz9ST1R

* Measure what each candidate ceiling costs: 500ms has 11 observed crossings, 1552ms has 0

-> 29.7 -> 30.4ms while mean |rel| stays flat at 2.6-5.4%. So a flip radius is a
FRACTION of the ceiling; carrying the 1552ms radius (210ms) down to 500ms would
overstate that band by more than 3x.

Claude-Session: https://claude.ai/code/session_01NDET82Riqe2uvMDXz9ST1R

* Name the channel, not just the count, when dropping censored floor values

sharp-raven-273's sharpening of the censoring rule, and it is right: the three
channels are not equally trustworthy and nothing distinguishes them once a number
has been extracted. BUDGET-REFUSED and "cost is at least" are interrupts,
"cost is exactly" and the slow-row elapsed are measurements, and a poll-pinned
1553ms is neither because it cannot move by construction. So the rule is now drop
the censored value, state how many, AND name the channel each came from —
"how many were dropped" hides that they failed in different ways.

…rary claim (#8491)

commit_witness_claim_pair_resolvable and its two siblings
(ci_floor_commit_witness_claim_pairs, commit_witness_claim_roster_defects)
called build_multi_entry_index directly instead of going through
process_shared_index, the existing thread-local cache every other
production call site already uses. That billed a full corpus walk+parse
against whichever claim ran first — measured 62.7-83.0s for a single
call to commit_witness_claim_pair_resolvable, on a witness with a ~1-5s
budget. load_sources_for_entry had the same defect.

Same fix as #8470's module-path-index warm: route the call sites
through process_shared_index, and warm it explicitly during
run_required_floor's preparation phase so the cost is paid there
instead of falling on an arbitrary claim.

* Derive the quarantine's collateral exactly: 313, not "roughly 200"

The rung-drop declaration is the one artifact whose entire job is making the
coverage loss loud, and its total was an estimate. Two independent derivations
now agree exactly, and both are written down so the figure can be re-checked
rather than trusted.

ROUTE A -- the two floor runs on main, differenced:
    pre 32177951514 planned=9420 passed=8951 known_red=367 stale=5 refused=102
    post 32193032348 planned=8997 passed=8638 known_red=358 stale=0 refused=0
    313 + 9 + 102 + 5 = 429 identities left the floor.
  ROUTE B -- the source: 429 `test fn` across the 38 modules #8457 relocated.

The 6-identity gap against planned (423) is six identities that LANDED between
the two runs, stated so the next reader does not read 423 as the answer.

Two counts that were circulating at once are settled with it: the module count
is 38 (21 + 16 + 1), and the problem population is 107 -- 102 BudgetInterrupted
plus the 5 that PASSED over budget. Different observations, different remedies.

WHAT IS STILL NOT DERIVED is named rather than assumed: which individual
identities make up the 313. The floor reports per-identity outcomes only as log
lines, and a scraped log is not an oracle. That needs an identity-grained
receipt from the floor, not a better scrape.

AND ONE FINDING THE QUARANTINE PRODUCED BY ACCIDENT, recorded because every
decomposition PR scheduled on this lane will hit it: a cost figure here is not a
property of its witness. emitter_nested_refinement_cast_witness_test
single_refinement_carrier_emits_no_unsupported_cast cost 746ms pre and 45941ms
post, unchanged in itself, with its own sibling at 763ms -- the relocation took
out every earlier caller of compile_dag_rust_emit_check, so the one-time
build_module_path_index_from_witness_roots construction landed on the first
survivor and made it main's only failure. Splitting or relocating a module MOVES
its shared fixed cost onto the next survivor rather than removing it.

* Narrow the fixed-cost law to its class, and label 97/102 as set intersection

* Refuted by execution: dag_arrow_lambda's cost is the parse, not the grammar rebuild

quiet-bee-353 measured it on gunbc#8478 (remote executor, release claim_batch)
rather than reasoning about it. Folding the file from nineteen grammar builds to
two did not pay -- 210.9s for the two folded claims against ~208s for the
fourteen they replaced -- so the fold was reverted and the file left
byte-identical to main.

Solving the terms out of those runs: a dag_grammar() construction is ~0.5s and a
single three-line parse through the interpreted frontend is ~12s. The apparatus
is not the cost. The parse is.

Two consequences, both recorded on the carrier that made the claim:

The arrow row must NOT be planned as a witness-side repair. Twelve seconds to
parse three lines is a frontend cost-shape defect, and it is plausibly the real
subject behind several rows in this quarantine rather than an
  evaluation-context tax.

"No witness has yet been found that is genuinely slow" is no longer
established. That sentence is corrected rather than deleted because it was
load-bearing for how this entire lane was planned -- it licensed treating every
relocated row as an apparatus problem. The two measured extremes (71s -> 70-85ms,
12s -> 31ms) remain apparatus. That the residue is apparatus does not follow and
  is now open.

Same class, same session, what DID measure and is green by execution: e0308 nine
witnesses 2450ms -> five 1346ms, emitted lib.rs three -> two 561ms.

* The eight tipped in 32186963581, not 32189985063 — verified against the counters

tidy-lark-471's catch, handed over rather than pushed by them so that two

the run counters rather than taking it:

  32189985063 planned=8995 passed=8636 known_red_held=358 failed=1

Only one run observed eight. The straggler attribution to 32193032348 stands.

The error was in the text I rewrote and I carried it through unchanged, which is
the point worth recording: this file's own SECOND WAVE paragraph named
32186963581 correctly the whole time, so one file gave two accounts of one
population and three rewrites -- sleek-moth-351's, tidy-lark-471's, mine --
walked past the contradiction. sharp-raven-273 and quiet-ibex-39 each measured
the mismatch independently before it was fixed. The note now says the counters
decide it, not the neighbouring sentence.

* Join this roster against the deferral freeze: 40 enrolled rows can never leave

Derived, not suspected. 358 enrolled identities here, 669 frozen rows over 147
entries in gunbc.witness_deferral_freeze, intersection 40 at identity grain.

This roster is admissible ONLY because it is temporary, and its only removal path
is OBSERVING a row pass. Those 40 sit in files the freeze defers, so nothing
executes them, so they can never be observed passing, so the self-emptying rule
cannot fire for them ever. Two carriers each behaving correctly compose into
permanent residents of a roster whose entire defence is that it is not a skip
list -- and neither carrier can see the other, so nothing reported it. The
freeze's arms already say a deferred row is NOT covered; this file already says
an indefinite row is a defect nobody owns wearing a receipt. The join was simply
never taken.

The intersection should refuse rather than be counted: enrolment here and
path-deferral there are contradictory claims about one identity.

Surfaced by quiet-bee-353 chasing two reds in dag_add_emit_round_trip_test and
confirming them pre-existing against MAIN's head 5ee2572 -- all seven claims run
detached, verdicts identical to their branch, so not caused by their diff. At 2ms
and 7ms they are not a cost row at all. They are a real defect nobody has been
looking at because nothing runs the file, which is precisely what the deferral
was hiding and what the join makes visible.

* Correct my own claim: the deferral-freeze intersection rows DO execute

still-wolf-510 refuted it against a live run, and they are right. I asserted that
40 identities enrolled here and path-deferred in witness_deferral_freeze can never
leave this roster because nothing executes them. That was an assumption about a
mechanism I did not read.

The required floor excludes by AUTHORED MODULE NAME via long_home_prefixes. It
never consults the freeze. The freeze is an ADMISSION standing -- whether a row
may remain without an executing consumer -- and the floor gate tolerates
LegacyFrozenPathDeferral. It does not suppress execution. Frozen path and
discovered module are independent facts.

Verified on green main run 32201531653: planned=9022 executed=9022 passed=8664
known_red_held=358 failed=0, with intersection members present in the output --
test.claim.ci_exclusion_proof.ci_exclusion_proof_sentinel FAILED in 13640ns, a row
executing and held exactly as enrolled. They can leave the moment they pass.

The defect is real but inverted and much smaller: the FREEZE rows are stale,
asserting path-deferral for identities that have an executing consumer. The
disposition is to retire those freeze rows with a receipt, not to find the roster
rows a cadence. The construction wall still earns its place -- the intersection is
a contradiction whichever way it resolves, and nothing detects it today.

Kept rather than quietly rewritten, because the error is this file's own subject:
I joined two carriers correctly and then read one carrier's meaning off its name
instead of its mechanism -- the stale-citation class -- while correcting three
other people's counts in the same file.

royal-hawk-392 caught it: v2.workflow.required_floor's admission test is
long_home(module) -> DeclinedLongModule; else reads_live_tree ->
DeclinedLiveTree; else Planned -- an OR of two independent decline arms.
Moving the module out of test.claim.long. does not admit it once
live_tree_disposition is (correctly) ReadsLiveTree: it just moves the three
identities from one decline bucket to the other. Confirmed at identity grain
via RequiredFloorDispositionRow, comparing this branch's floor run against a
main baseline run at the same head: claims unchanged (9686/9686),
declined_long 539->536 (-3), declined_live 763->766 (+3).

Rewrites firsttouch_1_restoration_note to state that plainly: the long/ move
stands (its quarantine reason -- cost -- is stale now that the live-tree read
is the operative reason), the ReadsLiveTree correction is the substantive
change and stands on its own merits, and the finding is terminal -- this
witness cannot be admitted to the required floor while it reads the live
tree, independent of #8470. The cost question this session originally set
out to close cannot be closed by any floor run while that holds, and is left
as an open item with that named blocker rather than a task for someone to
retry and fail at.

…ion correction, and a terminal admission finding (not a restoration) (#8575)

* FIRSTTOUCH-1: restore transport_script_wall_compile_red out of long/ (#8470 fixed its first-touch cost)

021d17e dropped this witness back into test.claim.long. after observing
1394ms->48963ms (35.1x) on the SAME unchanged rows -- the module_path_index
shared-fill first-touch trap from the #8455 ledger, not a real cost of the
witness. #8470 (7e4871b, already on main) fixed the exact call site
(compile_dag_rust_emit_check_uncached -> build_module_path_index_from_witness_roots)
by warming the index during floor preparation instead of inside an arbitrary
claim, and named this witness's own rows in its own measurement table.

Restores the module to dag/test/claim/, drops its long. module segment, and
corrects live_tree_disposition from SubstrateInputsOnly to ReadsLiveTree --
compile_diagnostic_census_witness_test.dag had flagged that declaration as a
latent mis-declaration pending the (since-deleted) falsifier cadence; tracing
the shared host call confirms it reads the live tree.

Closing this by execution, not argument, is the next --required-floor pass
with the module back in discovery -- recorded as this change's own next step
in the restored file's note.

* FIRSTTOUCH-1: content edits for the transport_script restoration

The prior commit landed only the file move (a pathspec error dropped the
content edits from that git add). This lands the actual changes: the
restored module's dropped long. segment, ReadsLiveTree correction and
restoration note in transport_script_wall_compile_red_test.dag, the
prose_row_frontier.dag path update, and the resolved census_live_tree_note
in compile_diagnostic_census_witness_test.dag.

…rect the run id for the eight that tipped (#8634)

Claude-Session: https://claude.ai/code/session_0185Q2N7fp1i5WPJLNpMBu47

Same class, same session, what DID measure and is green by execution: e0308 nine
witnesses 2450ms -> five 1346ms, emitted lib.rs three -> two 561ms.

* The eight tipped in 32186963581, not 32189985063 — verified against the counters

tidy-lark-471's catch, handed over rather than pushed by them so that two
sessions do not edit one paragraph; #8480 closes into this. I verified it against
the run counters rather than taking it:

  32186963581 planned=9228 passed=8859 known_red_held=361 failed=8
  32189985063 planned=8995 passed=8636 known_red_held=358 failed=1
  32193032348 planned=8997 passed=8638 known_red_held=358 failed=1

Only one run observed eight. The straggler attribution to 32193032348 stands.
